我國(guó)商業(yè)健康保險(xiǎn)的專業(yè)化發(fā)展研究

【摘要】:商業(yè)健康保險(xiǎn)是針對(duì)因健康原因?qū)е碌膿p失補(bǔ)償保險(xiǎn)金的保險(xiǎn)。近年來(lái),國(guó)民經(jīng)濟(jì)平穩(wěn)較快地發(fā)展為商業(yè)健康保險(xiǎn)的發(fā)展帶來(lái)了前所未有的機(jī)遇與挑戰(zhàn)。居民生活水平的不斷提高使人們對(duì)健康更為注重,商業(yè)健康保險(xiǎn)已成為我國(guó)人身保險(xiǎn)業(yè)務(wù)中的第一位需求。2012年我國(guó)健康險(xiǎn)保費(fèi)收入862.76億元,較2011年增長(zhǎng)24.7%,是成長(zhǎng)最快的險(xiǎn)種。1 為引導(dǎo)整個(gè)健康保險(xiǎn)行業(yè)快速健康發(fā)展,2003年,中國(guó)保監(jiān)會(huì)出臺(tái)了《關(guān)于加快健康險(xiǎn)發(fā)展的指導(dǎo)意見(jiàn)》,提出健康保險(xiǎn)專業(yè)化經(jīng)營(yíng)的理念。此后人保健康、平安健康、昆侖健康與和諧健康4家專業(yè)健康保險(xiǎn)公司相繼建立并投入運(yùn)營(yíng)。但是,十年來(lái)我國(guó)專業(yè)的健康保險(xiǎn)公司的發(fā)展卻嚴(yán)重滯后于整個(gè)健康保險(xiǎn)行業(yè)的快速發(fā)展,2012專業(yè)健康保險(xiǎn)公司的保費(fèi)收入只占健康險(xiǎn)總保費(fèi)收入的9.77%2。在專業(yè)化特色化方面的優(yōu)勢(shì)未能充分展現(xiàn),尚未發(fā)揮出應(yīng)有的主力軍作用。因此,面對(duì)日益增長(zhǎng)的健康保險(xiǎn)的需求,,我國(guó)健康保險(xiǎn)專業(yè)化經(jīng)營(yíng)是否必要?它與兼業(yè)經(jīng)營(yíng)相比較優(yōu)勢(shì)何在?如何更好地實(shí)現(xiàn)專業(yè)化經(jīng)營(yíng)?這些問(wèn)題成為我國(guó)保險(xiǎn)理論界研究的熱點(diǎn)和難點(diǎn),它的解決不僅能推進(jìn)我國(guó)健康保險(xiǎn)業(yè)務(wù)的專業(yè)化水平,提高我國(guó)健康保險(xiǎn)的競(jìng)爭(zhēng)力,還能充分發(fā)揮出商業(yè)健康保險(xiǎn)在社會(huì)保障體系中的重要作用。 目前國(guó)內(nèi)外對(duì)于我國(guó)商業(yè)健康保險(xiǎn)專業(yè)化經(jīng)營(yíng)的研究文獻(xiàn)極其有限,更沒(méi)對(duì)我國(guó)商業(yè)健康保險(xiǎn)專業(yè)化經(jīng)營(yíng)進(jìn)行系統(tǒng)的研究。本文擬填補(bǔ)這一空白,首先從專業(yè)化經(jīng)營(yíng)的內(nèi)涵入手,運(yùn)用委托代理道德風(fēng)險(xiǎn)理論對(duì)商業(yè)健康保險(xiǎn)專業(yè)化經(jīng)營(yíng)的必要性進(jìn)行分析,接著考察了德國(guó)和美國(guó)健康保險(xiǎn)專業(yè)化經(jīng)營(yíng)的成功經(jīng)驗(yàn)和做法,最后,通過(guò)分析我國(guó)商業(yè)健康保險(xiǎn)專業(yè)化經(jīng)營(yíng)中存在的問(wèn)題,有針對(duì)從理念、經(jīng)營(yíng)、產(chǎn)品和技術(shù)四個(gè)方面提出對(duì)策建議。
[Abstract]:Commercial health insurance is the insurance against loss compensation for health reasons. In recent years, the steady and rapid development of national economy has brought unprecedented opportunities and challenges to the development of commercial health insurance. People pay more attention to health because of the continuous improvement of living standard. Commercial health insurance has become the first demand in the life insurance business of our country. In 2012, the premium income of health insurance in our country was 86.276 billion yuan, up 24. 7% compared with 2011, and it is the fastest growing type of insurance In order to guide the rapid and healthy development of the whole health insurance industry, in 2003, the CIRC issued the guidance on speeding up the development of health insurance, and put forward the idea of specialized management of health insurance. Since then, four professional health insurance companies have been established and put into operation. However, the development of professional health insurance companies in China has lagged behind the rapid development of the whole health insurance industry in the past ten years. In 2012, the premium income of professional health insurance companies accounted for only 9.772 percent of the total premium income of health insurance. The advantage of specialization has not been fully displayed and has not yet played its due role. Therefore, in the face of the increasing demand for health insurance, is it necessary for the specialized management of health insurance in China? What is its comparative advantage with concurrent business? How to better realize the specialized management? These problems have become the hot and difficult points in the field of insurance theory in our country. Their solution can not only promote the specialization of health insurance business in our country, but also improve the competitiveness of health insurance in our country. It can also give full play to the important role of commercial health insurance in the social security system. At present, the domestic and foreign research literature on specialized management of commercial health insurance in China is extremely limited, and there is no systematic research on specialized management of commercial health insurance in China. This paper intends to fill in this gap. Firstly, this paper analyzes the necessity of specialized management of commercial health insurance by using the theory of principal-agent moral hazard, starting with the connotation of specialized management. Then it examines the successful experiences and practices of specialized management of health insurance in Germany and the United States. Finally, by analyzing the problems existing in the specialized management of commercial health insurance in China, there are some problems in view of the concept and operation. Four aspects of product and technology put forward countermeasures and suggestions.
