【摘要】：隨著我國經(jīng)濟(jì)的快速發(fā)展，居民生活水平得到了很大的提高，生活保健意識也隨之加強(qiáng)，黨中央和國務(wù)院對我國的醫(yī)療保障問題也十分關(guān)注。十八大報(bào)告指出，要將社會保障全民覆蓋作為全面建設(shè)小康社會的重要目標(biāo)，，并明確要求“整合城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)和基本醫(yī)療保險(xiǎn)制度”，重點(diǎn)推進(jìn)醫(yī)療保障體制改革，完善全民醫(yī)保體系的重要組成部分。特別是城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)在近幾年來的快速推進(jìn)，使覆蓋全民基本醫(yī)療保障制度的體系基本形成，隨著保障水平的大幅提高，廣大群眾的基本醫(yī)療需求不同程度地得到了保障。山西省于2007年依據(jù)國務(wù)院發(fā)布的《關(guān)于開展城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)試點(diǎn)的指導(dǎo)意見》，積極開展城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)的試點(diǎn)工作，并逐步擴(kuò)大該制度在山西省的覆蓋范圍，雖取得了很大的成效但還需要不斷的探索和完善。本文以醫(yī)療保險(xiǎn)的相關(guān)理論研究作為前提，借鑒國外典型國家城鎮(zhèn)醫(yī)療保險(xiǎn)制度改革經(jīng)驗(yàn)，重點(diǎn)分析山西省城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)的運(yùn)行現(xiàn)狀，總結(jié)分析存在問題，并形成對策建議，以完善山西省城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度。 本篇文章主要對山西省城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度進(jìn)行了理論性研究和實(shí)證性分析，首先，通過研究國內(nèi)外學(xué)者對城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度的研究成果，回顧了城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度的基本概念和相關(guān)理論，其次，介紹現(xiàn)階段山西省城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度的實(shí)施情況，從制度發(fā)展的歷史沿革和運(yùn)行現(xiàn)狀等方面進(jìn)行分析，并總結(jié)出山西省城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度在運(yùn)行中存在的問題，通過借鑒發(fā)達(dá)國家居民醫(yī)療保險(xiǎn)制度改革的成功經(jīng)驗(yàn)，最后，結(jié)合新醫(yī)改和“十二五”規(guī)劃實(shí)施的背景，針對山西省城鎮(zhèn)居民基本醫(yī)療保險(xiǎn)制度運(yùn)行中存在的問題提出相應(yīng)的對策建議，以推動(dòng)我國醫(yī)療保險(xiǎn)制度改革，構(gòu)建我國醫(yī)療保險(xiǎn)制度體系。
[Abstract]:With the rapid development of our country's economy, the living standard of the residents has been greatly improved, the consciousness of living and health care has also been strengthened, and the Party Central Committee and the State Council have also paid close attention to the medical security problems in our country. The report of the 18th CPC National Congress pointed out that it is necessary to make universal coverage of social security an important goal in building a well-off society in an all-round way, and explicitly require "integrating the basic old-age insurance system and the basic medical insurance system for urban and rural residents," with emphasis on promoting the reform of the medical security system. Improving the health care system for all is an important part of the system. In particular, with the rapid development of the basic medical insurance for urban residents in recent years, the basic medical security system covering the whole people has basically formed. With the substantial improvement of the security level, The basic medical needs of the masses have been guaranteed to varying degrees. In 2007, Shanxi Province actively carried out the pilot work of basic medical insurance for urban residents in accordance with the guidelines on the pilot of basic medical insurance for urban residents issued by the State Council, and gradually expanded the coverage of the system in Shanxi Province. Although has obtained the very big result, but also needs unceasingly the exploration and the consummation. Based on the relevant theoretical research of medical insurance, this paper draws lessons from the experience of the reform of urban medical insurance system in typical foreign countries, analyzes the current operating situation of basic medical insurance for urban residents in Shanxi Province, and summarizes and analyzes the existing problems. And form countermeasures and suggestions to improve the basic medical insurance system for urban residents in Shanxi Province. This article mainly carries on the theoretical research and the empirical analysis to the Shanxi Province urban resident basic medical insurance system, first, through the research domestic and foreign scholar to the urban resident basic medical insurance system research result, This paper reviews the basic concepts and related theories of the basic medical insurance system for urban residents. Secondly, it introduces the implementation of the basic medical insurance system for urban residents in Shanxi Province at the present stage. This paper analyzes the historical evolution and operation status of the system, summarizes the problems existing in the operation of the basic medical insurance system of urban residents in Shanxi Province, and draws lessons from the successful experience of the reform of the residents' medical insurance system in developed countries. Finally, according to the background of the new medical reform and the implementation of the 12th Five-Year Plan, this paper puts forward corresponding countermeasures and suggestions for the problems existing in the operation of the basic medical insurance system of urban residents in Shanxi Province, in order to promote the reform of the medical insurance system in China. Construct the medical insurance system of our country.
