【摘要】：近年來，“三農(nóng)”問題一直是中央、國務(wù)院重點(diǎn)關(guān)注對(duì)象，如針對(duì)農(nóng)村實(shí)行的減免農(nóng)業(yè)稅、九年義務(wù)教育等政策，就是要提高農(nóng)村的經(jīng)濟(jì)發(fā)展水平和文化教育水平。農(nóng)村居民的健康問題同樣也受到了中央、國務(wù)院的重點(diǎn)關(guān)注，為此，提出了“新型農(nóng)村合作醫(yī)療制度”，它是新時(shí)期國家提高農(nóng)村衛(wèi)生服務(wù)質(zhì)量制定的一個(gè)大規(guī)模政策。新型農(nóng)村合作醫(yī)療制度是農(nóng)民自愿參加的，并由個(gè)人、集體和政府三方籌資，政府起主導(dǎo)作用的制度。在這一制度實(shí)施過程中，醫(yī)療費(fèi)用過高過快增長、支付環(huán)節(jié)管理混亂等，導(dǎo)致農(nóng)民看病難，看病貴的問題越來越嚴(yán)重，因此要進(jìn)行一次新農(nóng)合支付方式的改革來緩解這些問題。所以一個(gè)合理的支付方式是非常重要的，不但可以減輕病人的經(jīng)濟(jì)負(fù)擔(dān)，，還可以使醫(yī)療資源達(dá)到最優(yōu)化，這對(duì)新型農(nóng)村合作醫(yī)療制度可持續(xù)健康發(fā)展，具有十分重要的現(xiàn)實(shí)意義。 本文主要是通過我國農(nóng)村醫(yī)療保險(xiǎn)的發(fā)展歷程以及支付方式的種類研究，同時(shí)借鑒泰國、新加坡、德國等國家的醫(yī)療模式，找出適合山西省的最優(yōu)支付方式，分別從立法、監(jiān)管、評(píng)價(jià)、組織管理工作等方面提出了一些對(duì)策來完善山西省新農(nóng)合支付方式改革。
[Abstract]:In recent years, the issue of "agriculture, rural areas and farmers" has been the central government, the State Council has focused on the object of attention, such as the implementation of agricultural tax relief for rural areas, nine-year compulsory education and other policies, is to improve the level of rural economic development and cultural and educational level.The health problems of rural residents have also been paid attention to by the central government and the State Council. Therefore, the "New Rural Cooperative Medical system" is put forward, which is a large-scale policy to improve the quality of rural health services in the new period.The new rural cooperative medical system is a system in which farmers participate voluntarily and are financed by individuals, collectives and governments, and the government plays a leading role.In the process of implementing this system, the medical expenses increase too fast, the management of payment links is confused, and so on, which leads to the problem that it is more and more difficult for farmers to see a doctor and expensive to see a doctor. So we should carry out a reform of the new rural cooperative payment method to alleviate these problems.Therefore, a reasonable payment method is very important. It can not only reduce the economic burden of patients, but also optimize the medical resources. This is of great importance to the sustainable and healthy development of the new rural cooperative medical care system.It has very important practical significance.This article mainly through our country countryside medical insurance development history and the payment way kind research, simultaneously uses for reference Thailand, Singapore, Germany and other countries medical treatment pattern, finds out the suitable Shanxi Province's optimal payment way, separately from the legislation,Supervision, evaluation, organization management and other aspects put forward some countermeasures to perfect the reform of new rural cooperative payment in Shanxi province.
