【摘要】：新型農(nóng)村合作醫(yī)療籌資來自各級財(cái)政補(bǔ)助和農(nóng)民繳費(fèi),四川藏區(qū)州縣財(cái)政收入和農(nóng)牧民收入都低且增長慢,導(dǎo)致新農(nóng)合籌資中縣級財(cái)政補(bǔ)助和農(nóng)牧民繳費(fèi)困難。將縣級政府財(cái)政補(bǔ)助上移到省級政府,農(nóng)牧民個(gè)人實(shí)行不同檔次的差別化繳費(fèi),將"一年一繳"改為累計(jì)制,提高大病縣外就醫(yī)的報(bào)銷比例等有助于解決新農(nóng)合籌資困難問題。減輕縣級財(cái)政壓力,激勵(lì)農(nóng)牧民繳費(fèi),使新農(nóng)合制度在四川藏區(qū)得以持續(xù)發(fā)展。
[Abstract]:The new rural cooperative medical system financing comes from all levels of financial subsidies and farmers' contributions. The low and slow growth of fiscal revenue and herdsmen's income in Sichuan Tibetan prefectures leads to the difficulty of county level financial subsidies and farmers' and herdsmen 'payment in the new rural cooperative financing.Moving the financial subsidy of county government to provincial government, the farmers and herdsmen will implement different levels of differential payment, change "one payment a year" to the accumulative system, and increase the reimbursement rate of medical treatment outside the seriously ill county, and so on, which will help to solve the difficulty of raising funds for the new agricultural cooperation.Lighten the county financial pressure, encourage farmers and herdsmen to pay fees, so that the new agricultural cooperation system in Sichuan Tibetan areas can be sustainable development.
