【摘要】：中國(guó)的養(yǎng)老保險(xiǎn)制度建設(shè)從1951年就開始著手,到1956年分別建立起對(duì)城鎮(zhèn)職工、機(jī)關(guān)事業(yè)單位的養(yǎng)老保險(xiǎn)體系。20世紀(jì)90年代以來(lái),城鎮(zhèn)企業(yè)職工養(yǎng)老保險(xiǎn)不斷進(jìn)行改革,現(xiàn)已初見(jiàn)成效,到2006年11月,城鎮(zhèn)職工的基本養(yǎng)老保險(xiǎn)制度基本定型。然而我國(guó)事業(yè)單位養(yǎng)老保險(xiǎn)制度最初從1994年開始改革,到2009年1月人社部下發(fā)的《事業(yè)單位養(yǎng)老保險(xiǎn)制度改革方案》將上海、廣東、重慶、山西和浙江五省市作為改革試點(diǎn)地區(qū),五年過(guò)去了,試點(diǎn)地區(qū)的改革進(jìn)展緩慢,嚴(yán)重阻礙了我國(guó)養(yǎng)老保險(xiǎn)制度整體的改革。 西安作為我國(guó)西北地區(qū)唯一的副省級(jí)城市,早在1997年就啟動(dòng)了《西安市機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革試行方案》,但在改革過(guò)程中,存在著不少問(wèn)題。本文就是在梳理國(guó)內(nèi)外關(guān)于養(yǎng)老保險(xiǎn)制度、尤其是事業(yè)單位養(yǎng)老保險(xiǎn)制度研究成果基礎(chǔ)上,研究西安市事業(yè)單位養(yǎng)老保險(xiǎn)制度改革概況,接著通過(guò)訪談、問(wèn)卷調(diào)查等方法深入剖析改革中的問(wèn)題及推動(dòng)改革進(jìn)程的制約因素,結(jié)合國(guó)外和國(guó)內(nèi)其他試點(diǎn)地區(qū)的相關(guān)改革經(jīng)驗(yàn),針對(duì)性的提出了構(gòu)建西安市事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的綜合路徑,以期為廣大研究者提供基礎(chǔ)性資料,共同推動(dòng)西安乃至全國(guó)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的良好發(fā)展。 論文共分為六章。第一章介紹研究背景、研究意義、論文的主要內(nèi)容和研究方法,并梳理了國(guó)內(nèi)外研究現(xiàn)狀,結(jié)合現(xiàn)有成果對(duì)文中基本概念進(jìn)行界定,交代理論基礎(chǔ)以作為全文的理論支撐。第二章主要介紹我國(guó)事業(yè)單位養(yǎng)老保險(xiǎn)制度的發(fā)展歷程及改革的現(xiàn)狀,對(duì)部分試點(diǎn)省市改革效果不明顯情況進(jìn)行簡(jiǎn)要分析,簡(jiǎn)單闡述原因及看法,在此基礎(chǔ)上指出進(jìn)一步深化改革的必要性。第三章重點(diǎn)剖析西安市事業(yè)單位養(yǎng)老保險(xiǎn)制度改革中的問(wèn)題以及制約改革進(jìn)程的因素。第四章提煉出國(guó)外和國(guó)內(nèi)試點(diǎn)省市的相關(guān)改革經(jīng)驗(yàn),重點(diǎn)介紹了廣東深圳市以及中山市的改革經(jīng)驗(yàn),總結(jié)其經(jīng)驗(yàn),以作為西安市事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的參考和借鑒。第五章提出構(gòu)建西安市事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的綜合路徑,針對(duì)當(dāng)前人們熱議的以房養(yǎng)老問(wèn)題,探討了以房養(yǎng)老保險(xiǎn)的試點(diǎn)要求及重大意義,及其面臨的挑戰(zhàn)和應(yīng)對(duì)措施。第六章為結(jié)論與展望,希望本文的研究結(jié)果具有一定的推廣價(jià)值,同時(shí)反思了本文研究中的不足之處。
[Abstract]:The endowment insurance system of the construction of China started from 1951 to 1956, were built for urban workers, the organs and institutions of the pension insurance system in the.20 century since 90s, the reform of the old-age insurance for urban enterprise employees continuously, has achieved initial results, to November 2006, the basic old-age insurance system for urban employees. However, the basic shape of the endowment insurance system of the from the beginning of 1994 the first country institution reform to the pension system reform program in January 2009 the club Department issued < > institutions in Shanghai, Guangdong, Chongqing, Shanxi and Zhejiang five provinces as reform pilot areas, the past five years, the slow progress in the reform of the pilot areas, seriously hindered the reform of China's pension insurance system overall.
As a sub provincial city of Xi'an only in the northwest of China, early in 1997 started the "reform of the endowment insurance system of public institutions in Xi'an city pilot program", but in the process of reform, there are a lot of problems. This paper is to sort out at home and abroad on the pension insurance system, especially the basic research on the endowment insurance system of institutions general situation, the reform of endowment insurance system of institutions in Xi'an, and then through interviews, questionnaires and other methods in-depth analysis of factors restricting the reform problems and promote the reform process, combining foreign and domestic other pilot areas related reform experience, puts forward the comprehensive path to build institutions of Xi'an city and the endowment insurance system reform in order to provide the basic information for the majority of researchers, and jointly promote the good development of Xi'an and the national endowment insurance system of public institution reform.
This paper is divided into six chapters. The first chapter introduces the research background, research significance, main contents and research methods, and summarizes the research status at home and abroad, combined with the existing results and defines the basic concepts and theoretical basis to account as a full theoretical support. The second chapter mainly introduces the status quo of the development and reform of endowment insurance the system of institutions in China, made a brief analysis on the part of the pilot provinces and cities reform effect is not obvious, simply elaborates the reasons and opinions, then pointed out the necessity to further deepen the reform. The third chapter focuses on the analysis of factors of Xi'an City institutions pension insurance system reform and the problems and restricting the reform process. The fourth chapter foreign and domestic provinces and cities related reform experience, this paper mainly introduces the reform experience of Guangdong Shenzhen city and Zhongshan City, summing up the experience, as Xi'an The reform of the endowment insurance system of public institutions, reference and reference. The fifth chapter puts forward a comprehensive path to build a Xi'an institution endowment insurance system reform, aiming at the problems of the current house-for-pension scheme hot, to explore with the housing endowment insurance pilot requirements and the significance, and the challenges and countermeasures. The sixth chapter is the conclusion and prospect, hope that the results of this study have a certain value, also reflects the shortcomings in this study.
