【摘要】：隨著競(jìng)技體育全球化的發(fā)展,中國(guó)體育也逐步向著市場(chǎng)化、商業(yè)化、職業(yè)化的方向發(fā)展,繁多的職業(yè)賽事、殘酷的競(jìng)爭(zhēng)以及不可預(yù)測(cè)風(fēng)險(xiǎn)的增加都使得我國(guó)職業(yè)運(yùn)動(dòng)員面臨著嚴(yán)峻的傷殘風(fēng)險(xiǎn)。此外,隨著我國(guó)社會(huì)保障體制和體育體制改革的開展,職業(yè)運(yùn)動(dòng)員的傷殘保險(xiǎn)模式由過(guò)去國(guó)家包辦一切逐漸轉(zhuǎn)型為由國(guó)家和社會(huì)相結(jié)合的保障模式。國(guó)家的主要功能已經(jīng)轉(zhuǎn)變?yōu)橹贫ㄏ鄳?yīng)的法規(guī)制度以保障運(yùn)動(dòng)員的權(quán)益,社會(huì)則主要是提供資金和服務(wù)的保障。由于舊的保險(xiǎn)體系正在打破,而新的體系尚未完全形成。因此,當(dāng)前我國(guó)職業(yè)運(yùn)動(dòng)員的醫(yī)療、傷殘等保險(xiǎn)保障顯得極為薄弱。 職業(yè)運(yùn)動(dòng)員傷殘保險(xiǎn)作為職業(yè)運(yùn)動(dòng)員保障體系中的一個(gè)重要組成部分,在保障職業(yè)運(yùn)動(dòng)員的自身權(quán)益和促進(jìn)競(jìng)技體育的發(fā)展方面都起到了至關(guān)重要的作用。在西方發(fā)達(dá)國(guó)家,職業(yè)運(yùn)動(dòng)員傷殘保險(xiǎn)是其國(guó)內(nèi)競(jìng)技體育產(chǎn)業(yè)的重要保障手段。然而我國(guó)現(xiàn)階段的職業(yè)運(yùn)動(dòng)員現(xiàn)有的傷殘保險(xiǎn)水平遠(yuǎn)遠(yuǎn)落后于我國(guó)競(jìng)技體育事業(yè)的發(fā)展水平。本文通過(guò)對(duì)我國(guó)職業(yè)運(yùn)動(dòng)員傷殘保險(xiǎn)現(xiàn)狀的系統(tǒng)分析,找出阻礙我國(guó)職業(yè)運(yùn)動(dòng)員傷殘保險(xiǎn)體系完善的因素,借鑒西方發(fā)達(dá)國(guó)家在運(yùn)動(dòng)員傷殘保險(xiǎn)方面的經(jīng)驗(yàn)和方法,力圖發(fā)掘出符合我國(guó)當(dāng)前形勢(shì)下的職業(yè)運(yùn)動(dòng)員傷殘保險(xiǎn)的發(fā)展方向,從而更好的服務(wù)于我國(guó)競(jìng)技體育事業(yè),發(fā)揮體育保險(xiǎn)在國(guó)民生活中重要作用。
[Abstract]:With the development of competitive sports globalization, Chinese sports are gradually developing towards the direction of marketization, commercialization and professionalization.The cruel competition and the increase of unpredictable risk make our professional athletes face severe risk of disability.In addition, with the development of the reform of social security system and sports system in our country, the disability insurance model of professional athletes has gradually changed from the national arrangement to the security mode of combining the state and society.The main function of the country has been transformed into the establishment of corresponding laws and regulations to protect the rights and interests of athletes, while the society mainly provides the guarantee of funds and services.As the old insurance system is being broken, the new system has not yet been fully formed.Therefore, the current professional athletes medical, disability and other insurance protection is extremely weak.As an important part of the professional athletes' security system, the professional athlete disability insurance plays an important role in safeguarding the professional athletes' own rights and interests and promoting the development of competitive sports.In western developed countries, professional athlete disability insurance is an important safeguard means of domestic competitive sports industry.However, the present level of disability insurance of professional athletes in our country lags far behind the development level of competitive sports in our country.Based on the systematic analysis of the present situation of the disability insurance of professional athletes in China, this paper finds out the factors hindering the perfection of the disability insurance system of professional athletes in China, and draws lessons from the experience and methods of the western developed countries in the field of disability insurance of athletes.This paper tries to find out the development direction of the disability insurance of professional athletes in line with the current situation of our country, so as to better serve the cause of competitive sports in our country, and give play to the important role of sports insurance in the national life.
