【摘要】：黨的十八大對我國經(jīng)濟(jì)社會全局做了宏偉規(guī)劃，也對金融保險業(yè)務(wù)的發(fā)展做出了重要部署。近年來黨中央國務(wù)院通過政策支持及推動農(nóng)業(yè)保險發(fā)展，特別是在2007年中央財政開展保費(fèi)補(bǔ)貼。2012年11月12日，國務(wù)院又頒布了《農(nóng)業(yè)保險條例》，成為我國農(nóng)業(yè)保險發(fā)展史上的里程碑事件，對服務(wù)“三農(nóng)”有著重要的意義。2013年，農(nóng)業(yè)保險原保險保費(fèi)收入為306.59億元，我國的農(nóng)業(yè)保險已經(jīng)是財產(chǎn)保險的第三大險種，保險總量僅次于美國。 本文首先介紹了農(nóng)業(yè)保險的相關(guān)概念，對其特點(diǎn)進(jìn)行了闡釋，在此理論基礎(chǔ)上對農(nóng)業(yè)保險進(jìn)行了分析，并闡述了其必要性。通過對我國農(nóng)業(yè)保險發(fā)展歷史和各階段特點(diǎn)的回顧和總結(jié)，提出了影響我國農(nóng)業(yè)保險發(fā)展的主要問題。 當(dāng)前，農(nóng)業(yè)保險在世界上得到了很多國家的推廣，，并積累了較多成熟經(jīng)驗(yàn)。本文對美國、法國和日本等發(fā)達(dá)國家以及印度、菲律賓和墨西哥等發(fā)展中國家的農(nóng)業(yè)保險發(fā)展情況、政策情況以及歷史演變進(jìn)行研究、對比和總結(jié)，為我國農(nóng)業(yè)保險發(fā)展提供了參考。 最后，通過以上研究，從健全管理制度、提升扶持力度、擴(kuò)大農(nóng)業(yè)保險需求、提升保險認(rèn)識、優(yōu)化保險產(chǎn)品、等方位為我國農(nóng)業(yè)保險事業(yè)建設(shè)提出建議，形成我國農(nóng)業(yè)保險發(fā)展的理論參考和依據(jù)。
[Abstract]:The 18th National Congress of the Party has made a grand plan for the overall economic and social situation of our country, and also made important arrangements for the development of financial and insurance business.In recent years, the CPC Central Committee and the State Council have adopted policies to support and promote the development of agricultural insurance, especially in 2007, when the central government launched a premium subsidy. On November 12, 2012,The State Council has also promulgated the regulations on Agricultural Insurance, which has become a milestone event in the history of agricultural insurance in China, and has important significance for serving the "three rural areas". In 2013, the original insurance premium income of agricultural insurance was 30.659 billion yuan.China's agricultural insurance has been the third largest property insurance, the total amount of insurance is second only to the United States.This paper first introduces the related concepts of agricultural insurance, explains its characteristics, analyzes the agricultural insurance on the basis of this theory, and expounds its necessity.Based on the review and summary of the history and characteristics of agricultural insurance development in China, the main problems affecting the development of agricultural insurance in China are put forward.At present, agricultural insurance has been popularized in many countries in the world, and accumulated more mature experience.This paper studies, compares and summarizes the development, policy and historical evolution of agricultural insurance in the developed countries such as the United States, France and Japan, as well as in developing countries such as India, the Philippines and Mexico.It provides a reference for the development of agricultural insurance in China.Finally, through the above research, from the sound management system, enhance support, expand the demand for agricultural insurance, improve the understanding of insurance, optimize insurance products, and other aspects for the construction of agricultural insurance in China,Form our country agriculture insurance development theory reference and basis.
