【摘要】：住房公積金是中國特色社會主義一項(xiàng)重要保障制度，是保障、維護(hù)和發(fā)展職工基本住房權(quán)益的重要手段，是職工的長期住房儲金。我國住房公積金制度保障性的本質(zhì)特征，對公積金制度的覆蓋面提出了廣泛普遍性的要求。但是，在公積金制度的實(shí)際實(shí)行過程中，上述各類公積金繳存對象卻因各自群體性質(zhì)、所處行業(yè)、經(jīng)營狀況的不同，對住房公積金制度的建立和執(zhí)行表現(xiàn)出截然不同的態(tài)度。 作為福建省的省會城市和海峽西岸經(jīng)濟(jì)區(qū)的核心城市，福州市在國家機(jī)關(guān)、事業(yè)單位、國有企業(yè)已經(jīng)普遍建立住房公積金制度的背景下，非公有制企業(yè)的公積金體系缺失問題日益凸顯，已經(jīng)成為阻礙福州市住房保障制度普及的一大阻礙和下一步住房公積金歸集擴(kuò)面工作的重點(diǎn)。通過對福州市非公有制企業(yè)住房公積金歸集擴(kuò)面工作的難點(diǎn)，展開針對性的數(shù)據(jù)統(tǒng)計(jì)、理論研究與實(shí)際分析,試圖找出阻礙福州非公有企業(yè)住房公積金制度建立和完善的難點(diǎn)和解決辦法。遵循問題的發(fā)現(xiàn)、分析、解決的研究思路，從現(xiàn)有統(tǒng)計(jì)數(shù)據(jù)推導(dǎo)出福州非公有制企業(yè)住房公積金覆蓋度不足的問題，提出迫切需要加快福州非公企業(yè)住房公積金歸集擴(kuò)面工作觀點(diǎn)，，繼而引出如何破解福州非公企業(yè)歸集難題的研究課題，通過對福州非公企業(yè)性質(zhì)（外資、私營）、所屬行業(yè)的分類，利用數(shù)據(jù)分析工具，推導(dǎo)福州非公有制企業(yè)決策者在建立住房公積金體系中的意愿系數(shù)。 在上述基礎(chǔ)理論分析的基礎(chǔ)上，選取具有代表性的非公有制企業(yè)，針對企業(yè)職工發(fā)放調(diào)查問卷、進(jìn)行現(xiàn)場調(diào)研，具體歸納各類型非公企業(yè)職工在住房公積金繳納過程中的意愿及關(guān)鍵問題。最后，通過應(yīng)用管理學(xué)、社會學(xué)、經(jīng)濟(jì)學(xué)理論，綜合上述分析結(jié)果，從企業(yè)所有者、企業(yè)職工雙向?qū)用�，對各類型非公企業(yè)的住房公積金歸集擴(kuò)面工作面臨的優(yōu)勢、劣勢、機(jī)會和威脅（SWOT）進(jìn)行分析，并提出針對性解決方案，并加以歸納、總結(jié)，最終形成切實(shí)可行的整體優(yōu)化方案，應(yīng)用于福州住房公積金的實(shí)際歸集擴(kuò)面工作，從而為解決福州非公有制企業(yè)住房公積金“怎么擴(kuò)”的問題提供可行的策略組合。
[Abstract]:Housing accumulation fund is an important guarantee system of socialism with Chinese characteristics, an important means to protect, maintain and develop the basic housing rights and interests of workers and staff, and a long-term housing reserve for workers and staff.The essential characteristics of the guarantee of the housing accumulation fund system in our country put forward extensive and universal requirements for the coverage of the accumulation fund system.However, in the actual implementation of the provident fund system, the above types of provident fund deposit objects have different attitudes towards the establishment and implementation of the housing provident fund system due to their respective group nature, industry and different operating conditions.As the capital city of Fujian Province and the core city of the economic zone on the west coast of the Straits, Fuzhou City has established a housing provident fund system under the background of state organs, institutions and state-owned enterprises.The lack of provident fund system in non-public enterprises has become an obstacle to the popularization of housing security system in Fuzhou and the focus of the next step.Based on the difficulties of collecting and expanding the housing accumulation fund of non-public owned enterprises in Fuzhou, the relevant data statistics, theoretical research and practical analysis are carried out.This paper attempts to find out the difficulties and solutions that hinder the establishment and perfection of the housing accumulation fund system of Fuzhou non-public enterprises.Put forward the urgent need to speed up the Fuzhou non-public enterprise housing accumulation fund collection expansion work point of view, and then lead to how to solve Fuzhou non-public enterprise collection problem, through the nature of Fuzhou non-public enterprises (foreign capital,By using the data analysis tool, the author deduces the willingness coefficient of the decision makers in the establishment of housing accumulation fund system in Fuzhou non-public enterprises.On the basis of the above theoretical analysis, the representative non-public enterprises are selected to issue questionnaires to the employees of the enterprises and carry out on-the-spot investigation.Concretely sum up the willingness and key problems of all types of non-public enterprise workers in the process of housing provident fund payment.Finally, by applying the theories of management, sociology and economics and synthesizing the above analysis results, from the two-way level of enterprise owners and employees, the advantages and disadvantages faced by the housing accumulation fund of various types of non-public enterprises are collected and expanded.The opportunity and threat are analyzed, and the targeted solutions are put forward, and summarized and summarized. Finally, a feasible overall optimization scheme is formed, which is applied to the practical gathering and expanding work of Fuzhou housing accumulation fund.Thus, a feasible combination of strategies is provided for solving the problem of how to expand the housing accumulation fund of Fuzhou non-public-owned enterprises.
