軍工科研事業(yè)單位養(yǎng)老保險(xiǎn)制度改革問(wèn)題研究

【摘要】:隨著事業(yè)單位分類改革的推進(jìn),各個(gè)面臨分類改革的軍工科研事業(yè)單位已經(jīng)將事業(yè)單位養(yǎng)老保險(xiǎn)制度改革提上日程。事業(yè)單位作為我國(guó)各類社會(huì)組織機(jī)構(gòu)的重要組成部分,其范圍之廣、涉及員工之多,都決定了事業(yè)單位養(yǎng)老保險(xiǎn)制度改革不僅牽扯到事業(yè)單位員工的切身利益,也對(duì)國(guó)家實(shí)施分類改革的初衷—減輕各級(jí)政府財(cái)政預(yù)算壓力的要求而息息相關(guān)。同時(shí),軍工科研事業(yè)單位養(yǎng)老保險(xiǎn)制度改革也關(guān)系到我國(guó)社會(huì)保險(xiǎn)制度的深化改革及可持續(xù)發(fā)展。 在事業(yè)單位分類改革的過(guò)程中,由于相應(yīng)的法律法規(guī)不完善、各地區(qū)各單位制度不統(tǒng)一、轉(zhuǎn)制統(tǒng)籌程度比較低、轉(zhuǎn)制預(yù)算沒(méi)有依據(jù)、成本巨大等事業(yè)單位分類改革的問(wèn)題層出不窮,這些問(wèn)題的出現(xiàn)一方面影響了我國(guó)事業(yè)單位分類改革進(jìn)程,另一方面也影響了軍工科研事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的順利推進(jìn)。針對(duì)上述問(wèn)題,本文通過(guò)對(duì)現(xiàn)有事業(yè)單位分類改革資料進(jìn)行分析,收集改制相關(guān)數(shù)據(jù),進(jìn)行數(shù)據(jù)對(duì)比分析,并結(jié)合定量定性分析,對(duì)我國(guó)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革及改革中所出現(xiàn)的問(wèn)題進(jìn)行進(jìn)一步探討,并以北京市某軍工事業(yè)單位為例,對(duì)軍工科研院所在事業(yè)單位分類改革背景下的養(yǎng)老保險(xiǎn)制度改革提出了一些建議。 本文第一部分主要對(duì)研究背景、研究意義、研究方法和理論創(chuàng)新與不足進(jìn)行了闡述。第二部分對(duì)我國(guó)事業(yè)單位的類型及其基本特征進(jìn)行了介紹,并對(duì)現(xiàn)存的事業(yè)單位養(yǎng)老保險(xiǎn)制度進(jìn)行了闡述。第三部分將中國(guó)事業(yè)單位養(yǎng)老保險(xiǎn)制度的發(fā)展歷程分為了五個(gè)階段進(jìn)行陳述,深入了解我國(guó)事業(yè)單位養(yǎng)老保險(xiǎn)制度的產(chǎn)生、沿襲及變革情況。第四部分,以國(guó)內(nèi)外公職人員養(yǎng)老保險(xiǎn)制度改革為例,比較得出國(guó)內(nèi)外公職人員養(yǎng)老保險(xiǎn)制度改革的對(duì)比情況,并對(duì)我國(guó)事業(yè)單位分類改革五大試點(diǎn)城市的養(yǎng)老保險(xiǎn)制度改革情況進(jìn)行闡述。第五部分結(jié)合北京市某軍工科研院(CAAA)為例,對(duì)軍工科研事業(yè)單位現(xiàn)行養(yǎng)老保險(xiǎn)制度的缺陷與不足進(jìn)行探討,對(duì)北京市某軍工科研院養(yǎng)老保險(xiǎn)制度改革提出了相關(guān)建議,并對(duì)改革方案進(jìn)行簡(jiǎn)要概括,對(duì)養(yǎng)老保險(xiǎn)制度改革的實(shí)施保障進(jìn)行了簡(jiǎn)要介紹。
[Abstract]:With the promotion of classification reform of institutions, the reform of pension insurance system of institutions has been put on the agenda by the military scientific research institutions facing the classification reform.As an important part of all kinds of social organizations in our country, the wide range of institutions and the number of employees determine that the reform of pension insurance system in institutions not only involves the vital interests of employees in institutions,It is also closely related to the state's original intention of implementing classification reform-to alleviate the pressure on government budgets at all levels.At the same time, the reform of endowment insurance system in military scientific research institutions is also related to the deepening reform and sustainable development of social insurance system in China.In the course of the reform of the classification of public institutions, due to the imperfections of the corresponding laws and regulations, the various units and systems in various regions are not unified, the degree of overall planning for the transformation of institutions is relatively low, and there is no basis for the budget for the transformation.The problems of classification reform of institutions, such as huge cost, emerge in endlessly. On the one hand, these problems affect the process of classification reform of institutions in our country, on the other hand, they also affect the smooth progress of the reform of pension insurance system of military scientific research institutions.In view of the above problems, this paper analyzes the classification and reform data of the existing institutions, collects the relevant data, makes a comparative analysis of the data, and combines the quantitative and qualitative analysis.This paper further discusses the problems in the reform of the pension insurance system in China's institutions, and takes a military industrial institution in Beijing as an example.This paper puts forward some suggestions on the reform of endowment insurance system in the background of the reform of the classification of institutions in the research institutes of military industry.The first part of this paper mainly describes the research background, research significance, research methods and theoretical innovation and deficiencies.The second part introduces the types and basic characteristics of Chinese institutions, and expounds the existing pension insurance system of institutions.In the third part, the development course of the endowment insurance system of China's institutions is divided into five stages to make a statement, to understand the emergence, succession and reform of the pension insurance system of the institutions in China.The fourth part, taking the reform of the endowment insurance system of the public servants at home and abroad as an example, compares and draws the contrast of the reform of the pension insurance system of the public officials at home and abroad.The paper also expounds the reform of endowment insurance system in five pilot cities of classified reform of institutions in our country.The fifth part discusses the defects and shortcomings of the current old-age insurance system of a military scientific research institution in Beijing, and puts forward some relevant suggestions for the reform of the pension insurance system of a military research institute in Beijing.The reform scheme is briefly summarized, and the implementation of the pension insurance system is briefly introduced.
