【摘要】：2010年6月,新型農(nóng)村社會養(yǎng)老保險(以下簡稱"新農(nóng)保")在西藏實現(xiàn)了制度全覆蓋,站在新農(nóng)保受益群體的角度研究新農(nóng)保制度運行效果,這對于進一步完善新農(nóng)保制度具有重要意義。借鑒美國顧客滿意度測評體系,采用因子分析法構(gòu)建了農(nóng)牧民滿意度評價體系和模型,并對該評價體系的合理性進行檢驗。本文的分析表明農(nóng)牧民群眾對新農(nóng)保的滿意度主要受農(nóng)牧民對新農(nóng)保的期望、感知質(zhì)量、感知價值、抱怨和信任五項重要指標的影響,在此基礎(chǔ)上提出了進一步提高農(nóng)牧民滿意度的政策措施,以期提高新農(nóng)保制度的實施績效和農(nóng)牧民群眾的福利水平。
[Abstract]:In June 2010, the New Rural Social Endowment Insurance (hereinafter referred to as "New Rural Insurance") realized the full coverage of the system in Tibet.This is of great significance to the further improvement of the new rural insurance system.The evaluation system and model of farmers' and herdsmen's satisfaction were constructed by using factor analysis method for reference to American customer satisfaction evaluation system, and the rationality of the evaluation system was tested.The analysis of this paper shows that the satisfaction of farmers and herdsmen to the new rural insurance is mainly influenced by the five important indexes of farmers and herdsmen 'expectation, perceived quality, perceived value, complaint and trust.In order to improve the performance of the new rural insurance system and the welfare level of the farmers and herdsmen, this paper puts forward some policy measures to further improve the satisfaction of farmers and herdsmen.
