【摘要】：利用安徽省宿州市1993-2009年的逐日氣象數(shù)據(jù)并結(jié)合區(qū)域冬小麥生育期的主要農(nóng)業(yè)氣象災(zāi)害,通過(guò)對(duì)歷史產(chǎn)量損失與主要災(zāi)害的氣象指標(biāo)進(jìn)行對(duì)比分析,為設(shè)計(jì)小麥種植天氣指數(shù)保險(xiǎn)產(chǎn)品,確定了干旱指數(shù)、倒春寒指數(shù)、干熱風(fēng)指數(shù)、陰雨日數(shù)指數(shù)Ⅰ、陰雨日數(shù)指數(shù)Ⅱ共5個(gè)小麥關(guān)鍵生育期天氣指數(shù)。通過(guò)歷史天氣指數(shù)賠付率與歷史產(chǎn)量損失率的對(duì)比,定義基差風(fēng)險(xiǎn)函數(shù)和最小化基差風(fēng)險(xiǎn),確定指數(shù)保險(xiǎn)賠付的觸發(fā)值及賠付標(biāo)準(zhǔn)。將設(shè)計(jì)的保險(xiǎn)產(chǎn)品在安徽省宿州市試驗(yàn)應(yīng)用,2010-2012年成功銷售推廣1300hm2,總保費(fèi)約11萬(wàn)元,因觸發(fā)干旱指數(shù),實(shí)際賠付額超過(guò)22萬(wàn)元。表明天氣指數(shù)保險(xiǎn)產(chǎn)品的應(yīng)用,能客觀、快捷地提供災(zāi)害的經(jīng)濟(jì)補(bǔ)償。
