【摘要】：自2003年被確定為青海省首批新型農(nóng)村合作醫(yī)療制度試點(diǎn)縣以來,雜多縣新型農(nóng)村合作醫(yī)療制度從無到有,水平由低到高,制度不斷完善,已成為保障當(dāng)?shù)剞r(nóng)牧民健康的重要制度。但是隨著新農(nóng)合制度的不斷深入,政策宣傳力度不夠、農(nóng)牧民就醫(yī)呈"倒金字塔"、本地藏醫(yī)藥費(fèi)報(bào)銷困難、參合農(nóng)牧民個(gè)人信息不全、新農(nóng)合基金沉淀過多等問題日益突顯,迫切需要在加強(qiáng)政策宣傳、提升基層醫(yī)療機(jī)構(gòu)服務(wù)能力、提高民族藏醫(yī)藥報(bào)銷比例、加強(qiáng)新農(nóng)合信息化建設(shè)等方面加以調(diào)整改進(jìn)。
[Abstract]:Since it was designated as the first pilot county of the new rural cooperative medical system in Qinghai province in 2003, the new rural cooperative medical care system in Zadou County has been developed from scratch, the level is from low to high, and the system has been continuously improved.Has become an important system to protect the health of local farmers and herdsmen.However, with the deepening of the new rural cooperative system and the insufficient propaganda of the policy, the problems of farmers and herdsmen seeking medical treatment are presented as "inverted pyramids", it is difficult for local medical expenses to be reimbursed, the personal information of participating farmers and herdsmen is incomplete, the new rural cooperative fund precipitates too much and so on.It is urgent to strengthen the policy propaganda, improve the service ability of primary medical institutions, raise the proportion of medical reimbursement for ethnic Tibetan medicine, and strengthen the information construction of New Rural Cooperation, and so on.
