【摘要】：為了進(jìn)一步促進(jìn)森林保險(xiǎn)業(yè)務(wù)的發(fā)展,滿(mǎn)足林業(yè)對(duì)于風(fēng)險(xiǎn)保障的需求,我國(guó)近年來(lái)開(kāi)展了政策性森林保險(xiǎn)的試點(diǎn)工作,并于2009年起將森林保險(xiǎn)納入國(guó)家政策性保險(xiǎn)的保費(fèi)補(bǔ)貼范圍。目前,已有江西、湖南、福建等25個(gè)省區(qū)和大興安嶺林業(yè)集團(tuán)公司被納入中央財(cái)政森林保險(xiǎn)保費(fèi)補(bǔ)貼范圍。 廣西作為林業(yè)大省區(qū)之一,于2010年啟動(dòng)了政策性森林保險(xiǎn)試點(diǎn)工作,2011年成為中央財(cái)政擴(kuò)大森林保險(xiǎn)保費(fèi)補(bǔ)貼的試點(diǎn)省區(qū)。近兩年,廣西政策性森林保險(xiǎn)得到了較快發(fā)展。同時(shí),在廣西政策性森林保險(xiǎn)開(kāi)展的過(guò)程中,仍然存在政府支持較弱、保險(xiǎn)公司經(jīng)營(yíng)動(dòng)力不足、林農(nóng)投保積極性不強(qiáng)等諸多問(wèn)題。因此,進(jìn)一步探索廣西政策性森林保險(xiǎn)的發(fā)展機(jī)制和措施,具有較強(qiáng)的指導(dǎo)意義。 本文從廣西森林資源和森林保險(xiǎn)現(xiàn)狀出發(fā),通過(guò)論述廣西發(fā)展政策性森林保險(xiǎn)的必要性和可行性,進(jìn)而在借鑒國(guó)內(nèi)首批政策性森林保險(xiǎn)試點(diǎn)省份和國(guó)外森林保險(xiǎn)發(fā)達(dá)國(guó)家實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,構(gòu)建了經(jīng)營(yíng)模式、經(jīng)營(yíng)主體、保費(fèi)補(bǔ)貼、巨災(zāi)風(fēng)險(xiǎn)防范等廣西政策性森林保險(xiǎn)制度,并分別從政府、保險(xiǎn)公司、林農(nóng)以及市場(chǎng)環(huán)境等角度提出了相應(yīng)的保障措施,力求為促進(jìn)廣西政策性森林保險(xiǎn)的發(fā)展提供一定的參考。
[Abstract]:In order to further promote the development of forest insurance business and meet the needs of forestry for risk protection, China has carried out a pilot project of policy-oriented forest insurance in recent years.And in 2009, forest insurance will be included in the state policy insurance premium subsidy scope.At present, 25 provinces, including Jiangxi, Hunan and Fujian, as well as Daxing'anling Forestry Group Company have been included in the central financial forest insurance premium subsidy range.As one of the big forestry provinces and regions, Guangxi started the pilot work of policy-oriented forest insurance in 2010 and became the pilot province of central finance to expand the subsidy of forest insurance premium in 2011.In the past two years, Guangxi policy forest insurance has developed rapidly.At the same time, in the process of carrying out the policy forest insurance in Guangxi, there are still many problems, such as weak government support, insufficient operating power of insurance companies, weak enthusiasm of forest farmers, and so on.Therefore, it is of great significance to further explore the development mechanism and measures of Guangxi policy forest insurance.Based on the present situation of forest resources and forest insurance in Guangxi, this paper discusses the necessity and feasibility of developing policy forest insurance in Guangxi.Then, on the basis of the experience of the first batch of pilot provinces and developed countries in foreign forest insurance, the paper sets up a policy forest insurance system in Guangxi, such as management model, main body, premium subsidy, disaster risk prevention and so on.And put forward the corresponding safeguard measures from the angle of government, insurance company, forest agriculture and market environment, and try to provide certain reference for promoting the development of Guangxi policy-oriented forest insurance.
