【摘要】：目前,國內(nèi)的農(nóng)村社會養(yǎng)老保險制度也就是老農(nóng)保,已經(jīng)經(jīng)歷了20年發(fā)展,但是,其依舊存在一些問題。而今我國已經(jīng)進入老齡人口峰值期,從我國的人口特點和經(jīng)濟形勢出發(fā),已經(jīng)迫不及待的要建立新農(nóng)保制度了。湖南省內(nèi),人口老齡化問題已經(jīng)越來越嚴重,2012年,年齡大于65的的老人為681.15萬人,相比2011年提高了的百分點達到了0.27。隨著農(nóng)村老齡化進程的加速,家庭養(yǎng)老功能的逐漸弱化以及子女贍養(yǎng)負擔的日益加重,新型農(nóng)村社會養(yǎng)老保險直接關(guān)系著湖南農(nóng)民的民主權(quán)益和切身利益,對于維護農(nóng)村的社會穩(wěn)定、促進經(jīng)濟發(fā)展和社會進步、加快城市化與工業(yè)化的進程,都具有極其重要的作用.湖南省新農(nóng)保制度還才剛剛開始,對新農(nóng)保制度的績效做出相應的評價并提出改進策略,將對湖南省新型農(nóng)村社會養(yǎng)老保險事業(yè)的發(fā)展完善具有重要意義。本研究基于可拓物元理論,從制度效用、財務(wù)維度和運行維度三個方面建立綜合的新農(nóng)保績效評價指標體系,并對湖南省新農(nóng)保制度運行績效進行評價,全文具體為以下內(nèi)容。(1)對新型農(nóng)村社會養(yǎng)老保險相關(guān)定義進行了界定,概括和梳理了新型農(nóng)村社會養(yǎng)老保險的理論基礎(chǔ),對新型農(nóng)村社會養(yǎng)老保險制度運行績效評價的主體與原則進行了總結(jié)；(2)選擇長沙、永州、吉首具有代表性的地方的農(nóng)民作為調(diào)查對象,分析了目前湖南省新農(nóng)保制度運行的現(xiàn)狀調(diào)查,對湖南省新型農(nóng)村社會養(yǎng)老保險制度運行績效的指標體系的構(gòu)建提供依據(jù)；(3)從制度效用、財務(wù)維度、運行維度等三個方面構(gòu)建了湖南省新型農(nóng)村社會養(yǎng)老保險制度運行績效評價指標體系,運用物元可拓理論建立了湖南省新型農(nóng)村社會養(yǎng)老保險制度運行績效可拓評價模型,對湖南省新型農(nóng)村社會養(yǎng)老保險制度運行績效進行評價,依據(jù)得出的運行績效綜合評價值,對目前湖南省新農(nóng)保制度的運行狀況有了新的認識；(4)利用可拓評價模型形成綜合的評價結(jié)論,得出了對湖南省新農(nóng)保運行績效的評價結(jié)論,指出湖南省新農(nóng)保制度運行績效進一步提升的建議和措施。對湖南省新農(nóng)保制度運行績效評價結(jié)果表明：湖南省新型農(nóng)村社會養(yǎng)老保險制度運行績效等級為3級,處于“中等”的狀態(tài),仍具有較大的提升空間。本文的研究能夠加快完善湖南省新型農(nóng)村社會養(yǎng)老保險政策的進程,推動湖南省新農(nóng)村建設(shè)。
[Abstract]:At present, the rural social old-age insurance system in China, that is, the old peasant insurance, has been developing for 20 years, but there are still some problems in it.Now our country has entered the peak age population period, according to the population characteristics and economic situation, we can not wait to establish the new rural insurance system.In Hunan province, the aging population is getting worse, with 6.8115 million people older than 65 in 2012, an increase of 0. 27 percent from 2011.With the acceleration of the aging process in rural areas, the gradual weakening of the family pension function and the increasing burden of children's support, the new rural social endowment insurance is directly related to the democratic rights and interests of farmers in Hunan Province.It plays an extremely important role in maintaining social stability in rural areas, promoting economic development and social progress, and speeding up the process of urbanization and industrialization.The new rural insurance system in Hunan Province has just begun. It is of great significance to evaluate the performance of the new rural insurance system and put forward the improvement strategies. It will be of great significance to the development and perfection of the new rural social endowment insurance in Hunan Province.This paper defines the definition of the new rural social endowment insurance, summarizes and combs the theoretical basis of the new rural social old-age insurance.This paper summarizes the main body and principle of the performance evaluation of the new rural social old-age insurance system, and selects the peasants in Changsha, Yongzhou and Jishou as the objects of investigation.This paper analyzes the current situation of the operation of the new rural insurance system in Hunan Province, and provides the basis for the construction of the performance index system of the new rural social old-age insurance system in Hunan Province from the perspective of system utility and financial dimension.The operational performance evaluation index system of the new rural social endowment insurance system in Hunan Province is constructed in three aspects, and the operational performance extension evaluation model of the new rural social old-age insurance system in Hunan Province is established by using matter-element extension theory.This paper evaluates the operation performance of the new rural old-age insurance system in Hunan Province, and according to the comprehensive evaluation value of the operation performance,This paper has a new understanding of the operation of the new rural insurance system in Hunan Province at present. (4) using the extension evaluation model to form a comprehensive evaluation conclusion, the conclusion of evaluating the operation performance of the new rural insurance system in Hunan Province is obtained.This paper points out the suggestions and measures to improve the performance of the new rural insurance system in Hunan Province.The results show that the new rural old-age insurance system of Hunan Province has three levels of performance, which is in a "medium" state and still has a large room for improvement.The research in this paper can accelerate the process of perfecting the new rural social endowment insurance policy in Hunan Province and promote the construction of new countryside in Hunan Province.
