【摘要】：河北省是一個人口大省,人口老齡化問題十分嚴(yán)重。社會養(yǎng)老保險在促進(jìn)經(jīng)濟發(fā)展與社會穩(wěn)定、改善民生等方面起著關(guān)鍵作用。2015年4月,中共中央政治局通過《京津冀協(xié)同發(fā)展規(guī)劃綱要》,確立京津冀協(xié)同發(fā)展為國家重大戰(zhàn)略。隨后,京津冀三地政府和民政部門相繼出臺了多項政策,開展多領(lǐng)域合作,積極推動實施這一戰(zhàn)略。2015年11月和2016年6月,《京津冀民政事業(yè)協(xié)同發(fā)展合作框架協(xié)議》及《京津冀養(yǎng)老工作協(xié)同發(fā)展合作協(xié)議(2016年——2020年)》由京津冀三地民政部門分別簽署,兩份協(xié)議重點規(guī)劃了京津冀三地在養(yǎng)老服務(wù)、社會組織、社會救助等10個領(lǐng)域的合作事宜。特別要求在社會保障、養(yǎng)老保險、救助補貼等方面做好政策制度對接。京津冀協(xié)同發(fā)展戰(zhàn)略的提出,連同此后各級政府所跟進(jìn)的一系列相關(guān)政策,體現(xiàn)了中央及各級政府對實現(xiàn)京津冀養(yǎng)老協(xié)同發(fā)展的高度重視,給河北省社會養(yǎng)老保險發(fā)展帶來了機遇,也為解決制約本省養(yǎng)老保險發(fā)展的諸多問題提供了更多的思路。本文以京津冀一體化背景下,河北省的社會養(yǎng)老保險為研究對象,在收集整理相關(guān)文獻(xiàn)資料,了解國內(nèi)外學(xué)者在養(yǎng)老保險領(lǐng)域的觀點及研究成果之后,首先介紹了社會養(yǎng)老保險的基本原理和理論基礎(chǔ),明確了社會保障和社會保險的概念,闡述了社會養(yǎng)老保險在社會保障體系中的重要作用,解釋了“三支柱”養(yǎng)老保險體系的內(nèi)部構(gòu)成及相互關(guān)系;進(jìn)而分析了河北省社會養(yǎng)老保險的發(fā)展現(xiàn)狀,并對養(yǎng)老保險基金的統(tǒng)籌、收支和投資三個方面存在的問題進(jìn)行了闡述;同時分析了京津冀協(xié)同發(fā)展戰(zhàn)略的實施,給河北省社會養(yǎng)老保險發(fā)展帶來的政策和市場機遇以及挑戰(zhàn);在研究社會保障制度相對發(fā)達(dá)的三個國家——德國、美國和日本在養(yǎng)老保險的制度設(shè)計、面臨的問題和改革措施之后,總結(jié)了國外養(yǎng)老保險發(fā)展改革在立法、稅收制度和延遲退休等方面值得借鑒的經(jīng)驗;在綜合分析河北省社會養(yǎng)老保險發(fā)展現(xiàn)狀、問題,適度借鑒國外的經(jīng)驗,結(jié)合京津冀一體化戰(zhàn)略實施給河北帶來的機遇和挑戰(zhàn)的基礎(chǔ)上,最終提出了促進(jìn)河北省社會養(yǎng)老保險發(fā)展的建議。
[Abstract]:Hebei Province is a large population province, population aging problem is very serious. Social old-age insurance plays a key role in promoting economic development and social stability, improving people's livelihood. The Politburo of the CPC Central Committee adopted the "outline for the coordinated Development of Beijing, Tianjin and Hebei", establishing the coordinated development of Beijing, Tianjin and Hebei as a major national strategy. Subsequently, the governments of the three places of Beijing, Tianjin and Hebei and the civil affairs departments have successively issued a number of policies and carried out multi-field cooperation. Actively promote the implementation of this strategy. In November 2015 and June 2016, the Framework Agreement on Cooperative Development Cooperation between Beijing, Tianjin and Hebei, and the Agreement on Cooperative Development and Cooperation for the aged in Beijing, Tianjin and Hebei (2016-2020) were signed by the civil affairs departments of Beijing, Tianjin and Hebei, respectively. The two agreements focus on planning cooperation between Beijing, Tianjin and Hebei in 10 fields, such as old-age care, social organization, and social assistance. In particular, they require social security and old-age insurance. The development strategy of Beijing, Tianjin and Hebei, together with a series of related policies followed by governments at all levels since then, reflects the great importance that the central and government at all levels attach to realizing the coordinated development of the aged between Beijing, Tianjin and Hebei. It brings opportunities to the development of social endowment insurance in Hebei Province, and also provides more ideas for solving many problems that restrict the development of pension insurance in Hebei Province. This paper takes the social endowment insurance of Hebei Province as the research object under the background of the integration of Beijing, Tianjin and Hebei. After collecting and sorting out the relevant literature and understanding the viewpoints and research achievements of domestic and foreign scholars in the field of endowment insurance, the paper first introduces the basic principle and theoretical basis of social pension insurance, and clarifies the concepts of social security and social insurance. This paper expounds the important role of social old-age insurance in the social security system, explains the internal composition and mutual relationship of the "three pillars" old-age insurance system, and then analyzes the present situation of the development of social old-age insurance in Hebei Province. At the same time, it analyzes the implementation of the cooperative development strategy of Beijing-Tianjin-Hebei, the policy and market opportunities and challenges to the development of social endowment insurance in Hebei Province. After studying the design, problems and reform measures of the pension system in Germany, the United States and Japan, which have relatively developed social security systems, this paper summarizes the legislation on the development and reform of foreign pension insurance. In the comprehensive analysis of the current situation and problems of social endowment insurance in Hebei Province, the appropriate use for reference of foreign experience, On the basis of the opportunities and challenges brought by the implementation of the Beijing-Tianjin-Hebei integration strategy, the paper finally puts forward some suggestions to promote the development of social endowment insurance in Hebei Province.
