【摘要】：過去二十余年我國社會醫(yī)療保險改革與發(fā)展的最大成就在于制度成功轉(zhuǎn)型,"全民醫(yī)保"制度體系建成,并在制度與政策層面基本實現(xiàn)"病有所醫(yī)"。在以民生需求快速提高、人口高速老齡化、經(jīng)濟發(fā)展進入"新常態(tài)"、互聯(lián)網(wǎng)和健康醫(yī)療大數(shù)據(jù)技術快速發(fā)展為基本特征的新時期,社會醫(yī)療保險的改革與發(fā)展必須科學處理好公平與效率、政府與市場、醫(yī)保與醫(yī)藥醫(yī)療、醫(yī)保管理與治理、醫(yī)療保障與健康保障、醫(yī)療與養(yǎng)老、醫(yī)療服務與健康服務業(yè)等關系,在此基礎上合理確定新目標,完成一系列新任務,以建設公平有效、協(xié)調(diào)統(tǒng)一并具有可持續(xù)發(fā)展能力的現(xiàn)代社會醫(yī)療保險體系。
[Abstract]:The greatest success of the reform and development of social medical insurance in China in the past two decades has been the successful transformation of the system, the establishment of the "universal medical insurance" system, and the basic realization of "medical care for the sick" at the institutional and policy levels. The rapid aging of population, economic development into the "new normal", the rapid development of Internet and health care big data technology as the basic characteristics of the new period, the reform and development of social medical insurance must be scientifically handled fair and efficient, the government and the market. The relationship between medical insurance and medical care, medical insurance management and governance, medical security and health security, medical care and old-age care, medical services and health services, etc., on the basis of which new objectives are reasonably determined and a series of new tasks are completed in order to build fairness and effectiveness. The modern social medical insurance system is coordinated and unified and has the ability of sustainable development.
