【摘要】：政策問題的建構(gòu)歷經(jīng)問題感知、問題搜索、問題界定、問題詳述四個(gè)層次的演化過程。通過問題感知把握問題形成的政治、經(jīng)濟(jì)、文化等等方面的政策情境,這些政策情境作用于政策行動(dòng)者的主觀感知,進(jìn)而產(chǎn)生不同的政策訴求;通過問題搜索,綜合不同政策主體的政策訴求以獲取元問題;通過問題界定,將元問題進(jìn)行概念化的分析處理,進(jìn)而形成實(shí)質(zhì)問題;通過問題詳述,對(duì)實(shí)質(zhì)問題的價(jià)值根源、目標(biāo)導(dǎo)向、形成機(jī)理等進(jìn)行更詳細(xì)、更具體的表達(dá),最終確立正式問題。本文以我國農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)政策的問題建構(gòu)過程為研究對(duì)象,通過考察問題感知、問題搜索、問題界定、問題詳述四個(gè)逐級(jí)推進(jìn)的層次,試圖揭示我國政策問題建構(gòu)過程的動(dòng)態(tài)演化和內(nèi)在機(jī)理,以求為政策問題產(chǎn)生的因果關(guān)系提供整體分析的研究圖景。
[Abstract]:The construction of policy problems goes through four levels of evolution: problem perception, problem search, problem definition and problem definition. Through problem perception, we can grasp the political, economic, cultural and other policy situations formed by the problem. These policy situations act on the subjective perception of policy actors, and then produce different policy demands; through problem search, synthesize the policy demands of different policy subjects to obtain meta-problems; through the definition of problems, The meta-problem is conceptualized to form a substantive problem, and the value root, goal orientation, formation mechanism of the substantive problem are expressed in more detail and more concretely through the elaboration of the question. Finally establish the formal problem. This article takes the construction process of the rural social endowment insurance policy as the research object, through the examination question perception, the question search, the question definition, the question detailed four levels to advance step by step. This paper attempts to reveal the dynamic evolution and internal mechanism of the construction process of policy problems in China in order to provide a research prospect for the overall analysis of the causality of policy problems.
