【摘要】：自2009年新農(nóng)保在部分民族地區(qū)實施至今,已覆蓋試點地區(qū)80%以上的農(nóng)村居民。通過對湖南、貴州部分民族地區(qū)的調(diào)查發(fā)現(xiàn),目前90%以上的參保者都選擇了100元的繳費檔次,究其原因,一是民族地區(qū)農(nóng)村居民普遍貧困,繳費能力有限。二是因農(nóng)民的文化素質(zhì)、保險意識和新農(nóng)保制度設(shè)計缺乏激勵環(huán)節(jié)而導(dǎo)致參保者的繳費意愿不夠強。新農(nóng)保的繳費檔次直接影響到參保人員年老時的待遇水平。需要采取各種措施,使民族地區(qū)農(nóng)村居民的收入不斷增長,加強關(guān)于新農(nóng)保繳費政策的宣傳力度,財政補貼要進一步向包括民族地區(qū)在內(nèi)的欠發(fā)達中西部地區(qū)傾斜,并優(yōu)化財政補貼的結(jié)構(gòu)。
[Abstract]:Since the implementation of the New Rural Insurance in some ethnic areas in 2009, more than 80 percent of the rural residents in the pilot areas have been covered. Through a survey of some ethnic areas in Hunan and Guizhou, it is found that at present more than 90 percent of the insured people have chosen the 100 yuan payment scale. The reasons are: first, the rural residents in ethnic areas are generally poor, and the ability to pay fees is limited; the second is the cultural quality of the peasants. The insurance consciousness and the lack of incentive link in the design of the new rural insurance system lead to the insufficient willingness of the insured to pay. The payment level of the new rural insurance has a direct impact on the level of treatment of the insured when they are old. All kinds of measures need to be taken. In order to increase the income of rural residents in ethnic minority areas and strengthen the propaganda on the new rural insurance payment policy, the financial subsidy should be further inclined to the underdeveloped central and western regions, including the minority areas, and the structure of the financial subsidies should be optimized.
