中國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度研究

【摘要】:我國(guó)的公務(wù)員在社會(huì)發(fā)展過(guò)程中承擔(dān)了為人民服務(wù)的責(zé)任,在政府職能發(fā)揮作用的過(guò)程中也占據(jù)著重要的位置。當(dāng)公務(wù)員投身于服務(wù)社會(huì)全體、發(fā)揮社會(huì)效力、承擔(dān)社會(huì)責(zé)任的同時(shí),也應(yīng)該擁有能夠?qū)崿F(xiàn)其自身基本生存價(jià)值和生命價(jià)值需要的權(quán)益保障。隨著我國(guó)國(guó)力的不斷增強(qiáng),為了更全面的服務(wù)人民群眾,政府機(jī)關(guān)的職能設(shè)置也越來(lái)越細(xì)化,公務(wù)員隊(duì)伍也在不斷壯大。公務(wù)員隊(duì)伍的的壯大給我國(guó)公務(wù)員體系的管理帶來(lái)了巨大壓力,特別是在我國(guó)長(zhǎng)期以來(lái)形成的由國(guó)家財(cái)政負(fù)擔(dān)的公務(wù)員養(yǎng)老保險(xiǎn)制度,更是給我國(guó)政府財(cái)政帶來(lái)了很大的壓力。為了應(yīng)對(duì)我國(guó)人口紅利逐漸衰落的困境,我國(guó)政府加大力度改革社會(huì)保障制度以期通過(guò)制度改革來(lái)緩解社會(huì)矛盾。本文對(duì)公務(wù)員養(yǎng)老保險(xiǎn)制度進(jìn)行研究,不僅能夠?qū)σ酝母母锍尚нM(jìn)行系統(tǒng)的認(rèn)識(shí),還能為公務(wù)員養(yǎng)老保險(xiǎn)制度的發(fā)展提供方向和建議。本文結(jié)合了歷史學(xué)和社會(huì)保障學(xué)相關(guān)知識(shí),以政治經(jīng)濟(jì)學(xué)理論為基礎(chǔ)詳細(xì)分析了我國(guó)的公務(wù)員養(yǎng)老保險(xiǎn)制度從建立、發(fā)展到完善的全過(guò)程。本文共有三章內(nèi)容:第一章先是介紹了公務(wù)員養(yǎng)老保險(xiǎn)制度的相關(guān)概念,然后提出了公務(wù)員養(yǎng)老保險(xiǎn)制度建立的三大理論:德國(guó)的國(guó)家干預(yù)主義理論、英國(guó)的福利國(guó)家理論和馬克思主義社會(huì)保險(xiǎn)理論,最后結(jié)合歷史學(xué)相關(guān)知識(shí)對(duì)我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度進(jìn)行了歷史階段的劃分;第二章介紹了我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度的運(yùn)行機(jī)制,首先提出我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度的運(yùn)行應(yīng)該遵守的原則:其一是政策統(tǒng)一原則,其二是平穩(wěn)過(guò)渡原則,其三是特殊養(yǎng)老待遇原則,其次是對(duì)我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度的資金籌集和待遇計(jì)發(fā)、管理與監(jiān)督以及經(jīng)辦服務(wù)等內(nèi)容進(jìn)行了論述;第三章提出了完善我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)制度建設(shè)的具體措施,包括我國(guó)新舊公務(wù)員養(yǎng)老保險(xiǎn)制度的轉(zhuǎn)軌設(shè)計(jì)、我國(guó)公務(wù)員養(yǎng)老保險(xiǎn)金的保值增值,另外還要注重完善我國(guó)公務(wù)員群體的薪酬制度和延遲退休政策。
[Abstract]:The civil servants in our country have assumed the responsibility of serving the people in the process of social development, and also occupied an important position in the process of government functions. While assuming social responsibility, we should also have rights and interests that can realize their own basic survival value and life value. With the increasing national strength of our country, in order to serve the people more comprehensively, The establishment of the functions of government organs is becoming more and more detailed, and the civil servant ranks are also growing. The expansion of the civil service has brought great pressure to the management of the civil service system in our country. Especially, the old-age insurance system for civil servants, which has been formed in China for a long time by the state finance, has brought great pressure to the government finance. In order to cope with the plight of the gradual decline of the population dividend in our country, The government of our country has strengthened its efforts to reform the social security system in order to alleviate the social contradictions through the reform of the system. It can also provide directions and suggestions for the development of the pension insurance system for civil servants. This paper combines the relevant knowledge of history and social security, and analyzes in detail the establishment of the pension insurance system for civil servants in China on the basis of the theory of political economy. There are three chapters in this paper: the first chapter introduces the related concepts of the pension insurance system for civil servants, and then puts forward three theories of the establishment of the pension insurance system for civil servants: the state interventionism theory of Germany. The theory of welfare state and Marxist social insurance theory in Britain, and finally combined with the relevant knowledge of history, the historical stages of the pension insurance system of civil servants in China are divided. The second chapter introduces the operating mechanism of the pension insurance system for civil servants in China. Firstly, it puts forward the principles that should be observed in the operation of the pension insurance system for civil servants in our country: one is the principle of policy unification, the other is the principle of smooth transition. The third is the principle of special old-age treatment, and the second is the discussion of the fund raising and payment, management and supervision of the pension insurance system of civil servants in China, as well as the administrative services. The third chapter puts forward the concrete measures to improve the construction of the civil servant pension insurance system in China, including the transition design of the old and new pension insurance system of our country, the maintenance and increment of the pension insurance gold of the civil servants in our country. In addition, pay attention to improve our civil service group pay system and delay retirement policy.
