【摘要】:目前在我國(guó),已經(jīng)建立起了較為完善市場(chǎng)經(jīng)濟(jì)發(fā)展機(jī)制,關(guān)于我國(guó)民生領(lǐng)域的社會(huì)保障制度建設(shè)卻遲遲滯后于經(jīng)濟(jì)發(fā)展步伐。作為我國(guó)社會(huì)保障體系中的重要內(nèi)容,事業(yè)單位養(yǎng)老保險(xiǎn)制度與事業(yè)單位自身發(fā)展需求的不同步,嚴(yán)重阻礙事業(yè)單位自身的體制改革及運(yùn)營(yíng)效率的提高。但是龐大的機(jī)構(gòu)規(guī)模在解決社會(huì)就業(yè)的同時(shí),亦給其組織成員的養(yǎng)老模式選擇造成了障礙。目前,我國(guó)事業(yè)單位養(yǎng)老模式主要仍舊實(shí)行機(jī)關(guān)退休金模式,當(dāng)下的制度設(shè)計(jì)已經(jīng)無法與目前的經(jīng)濟(jì)發(fā)展同步,制度框架內(nèi)存在諸多問題,如政策不統(tǒng)一、個(gè)人賬戶缺乏積累、未建立正常的增長(zhǎng)機(jī)制等……這些問題使得事業(yè)單位養(yǎng)老保險(xiǎn)發(fā)展嚴(yán)重滯后于企業(yè)養(yǎng)老保險(xiǎn)制度。因此,事業(yè)單位養(yǎng)老保險(xiǎn)制度的缺陷對(duì)于我國(guó)具有中國(guó)特色的社會(huì)主義現(xiàn)代化建設(shè)造成了嚴(yán)重的阻礙。本文從事業(yè)單位分類改革出發(fā),在明確事業(yè)單位定義的基礎(chǔ)上,結(jié)合規(guī)范化管理理論、社會(huì)保險(xiǎn)公平理論及勞動(dòng)力流動(dòng)理論,,在初步探討我國(guó)事業(yè)單位養(yǎng)老保險(xiǎn)制度的發(fā)展歷程的基礎(chǔ)之上分析了目前制度存在的問題及改革障礙,進(jìn)而得出推進(jìn)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的必要性及其對(duì)于整個(gè)國(guó)民經(jīng)濟(jì)健康發(fā)展的關(guān)鍵性作用。最后,從事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的原則和目標(biāo)出發(fā),對(duì)于加快其制度建設(shè)方面提出了自己的認(rèn)識(shí)和看法,最終得出以建立“三支柱”養(yǎng)老模式作為事業(yè)單位養(yǎng)老保險(xiǎn)改革的落腳點(diǎn)。
[Abstract]:At present, in our country, a relatively perfect market economy development mechanism has been established, but the construction of social security system in the field of people's livelihood in China has lagged behind the pace of economic development. As an important part of our country's social security system, The pension insurance system of public institutions and the development needs of institutions themselves are out of sync, which seriously hinders the institutional reform and the improvement of operational efficiency of institutions themselves. However, the huge scale of institutions solves the problem of social employment at the same time. At present, the old-age pension model of public institutions in China is still mainly implemented by the organ pension model, and the current system design has been unable to keep pace with the current economic development. There are many problems within the framework of the system, such as inconsistent policies, lack of accumulation of personal accounts, failure to establish a normal growth mechanism, and so on. These problems make the development of pension insurance in institutions seriously lag behind the system of enterprise pension insurance. The defects of the old-age insurance system of public institutions cause serious obstacles to the socialist modernization construction with Chinese characteristics. This paper starts from the reform of the classification of public institutions, on the basis of clarifying the definition of public institutions, Combined with standardized management theory, social insurance fair theory and labor flow theory, this paper analyzes the existing problems and obstacles of the current system on the basis of the preliminary discussion of the development course of the endowment insurance system in the institutions of our country. The necessity of promoting the reform of the pension insurance system of public institutions and its key role in the healthy development of the national economy are obtained. Finally, from the principles and objectives of the reform of the pension insurance system in institutions, The author puts forward his own understanding and views on speeding up the construction of its system, and finally concludes that the establishment of "three pillars" old-age pension model is the foothold of pension insurance reform in public institutions.
