【摘要】：2009年開始實施的新農(nóng)保制度為廣大農(nóng)村居民提供了養(yǎng)老保障。新農(nóng)保制度以其創(chuàng)新的制度模式、財政的大力支持、福利性的待遇水平等優(yōu)越性吸引了農(nóng)民的踴躍參保，提前實現(xiàn)了新農(nóng)保制度的全覆蓋。新農(nóng)保制度緩解了農(nóng)民的養(yǎng)老壓力，促進了社保制度公平的實現(xiàn)，受到了社會各界的一致好評。在新農(nóng)保制度取得一定成效的同時，，實現(xiàn)新農(nóng)保制度的可持續(xù)性成了人們關(guān)注的問題。 本文以可持續(xù)發(fā)展理論為基礎(chǔ)，對新農(nóng)保制度的可持續(xù)發(fā)展進行了分析和定義，并從基本公共服務(wù)均等化、制度變遷理論、激勵理論的視角對新農(nóng)保制度的可持續(xù)發(fā)展進行了闡述。在新農(nóng)保制度可持續(xù)發(fā)展相關(guān)理論的指導(dǎo)下，對現(xiàn)階段我國新農(nóng)保制度的實施行情況進行了分析和總結(jié)，從制度設(shè)計和制度實施層面闡述了制約我國新農(nóng)保制度可持續(xù)發(fā)展的主要因素，主要有激勵機制未能充分發(fā)揮作用、基金保值增值困難、保障水平較低、銜接政策不健全、地方財政補貼能力難以保證、業(yè)務(wù)經(jīng)辦能力有待提高等。進一步提出了從構(gòu)建基金長效供給機制、探索制度的調(diào)節(jié)機制、健全相關(guān)配套機制、建立專門的法律保障四個方面建立和健全可持續(xù)發(fā)展的新農(nóng)保制度。
[Abstract]:In 2009, the new rural insurance system was implemented to provide old-age security for the majority of rural residents. With its innovative system model, strong financial support, welfare treatment level and other advantages, the new rural insurance system attracted farmers to participate in the insurance enthusiastically. The full coverage of the new rural insurance system has been realized in advance. The new rural insurance system has alleviated the pressure on farmers to provide for the aged, promoted the realization of the fairness of the social security system, and received unanimous praise from all walks of life in the society. At the same time, the new rural insurance system has achieved certain results. To realize the sustainability of the new rural insurance system has become a problem that people pay attention to. Based on the theory of sustainable development, this paper analyzes and defines the sustainable development of the new rural insurance system, and analyzes and defines it from the perspective of the equalization of basic public services and the theory of institutional change. The sustainable development of the new rural insurance system is expounded from the perspective of incentive theory. Under the guidance of the relevant theories of the sustainable development of the new rural insurance system, this paper analyzes and summarizes the implementation of the new rural insurance system in China at the present stage. This paper expounds the main factors restricting the sustainable development of the new rural insurance system in China from the aspects of system design and system implementation. The main factors are the failure of the incentive mechanism to play its full role, the difficulty of maintaining and increasing the value of the fund, the low level of protection, and the unsound linking policy. It is difficult to guarantee the ability of local financial subsidy, and the ability of business administration needs to be improved, etc. It is further put forward to construct a long-term fund supply mechanism, to explore the regulation mechanism of the system, and to perfect the relevant supporting mechanism. Establish special legal guarantee four aspects to establish and perfect the new rural insurance system of sustainable development.
