【摘要】:城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險(xiǎn)是我國(guó)養(yǎng)老保障制度體系的重要組成部分。在我國(guó),各省根據(jù)本地的實(shí)際情況建立起了相應(yīng)的城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險(xiǎn)制度。黑龍江省城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險(xiǎn)制度自其建立以來經(jīng)歷了不斷完善的過程。本文對(duì)黑龍江省城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險(xiǎn)制度的發(fā)展歷程進(jìn)行回顧,并以佳木斯市為例,,運(yùn)用系統(tǒng)分析法、比較法、數(shù)據(jù)分析等方法對(duì)黑龍江省城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險(xiǎn)制度的運(yùn)行進(jìn)行了綜合的分析與評(píng)價(jià)。研究發(fā)現(xiàn),黑龍江省城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險(xiǎn)制度在贍養(yǎng)率、覆蓋面、基金管理等方面存在不足。通過對(duì)上述問題的成因進(jìn)行分析,進(jìn)而對(duì)完善黑龍江省城鎮(zhèn)企業(yè)職工基本養(yǎng)老保險(xiǎn)制度提出了相應(yīng)措施,如完善制度設(shè)計(jì)、加強(qiáng)監(jiān)管以及提高退休年齡等,以期望其能在未來得到更加全面穩(wěn)定的發(fā)展。
[Abstract]:The basic old-age insurance for employees in urban enterprises is an important part of the old-age security system in China. Each province has established the corresponding basic old-age insurance system for urban enterprise workers according to the actual local conditions. The basic old-age insurance system for urban enterprise workers in Heilongjiang Province has experienced a process of continuous improvement since its establishment. This paper reviews the development of the basic old-age insurance system for urban enterprises in Heilongjiang Province. Taking Jiamusi City as an example, the paper makes a comprehensive analysis and evaluation of the operation of the basic old-age insurance system of urban enterprises in Heilongjiang Province by using the methods of system analysis, comparison and data analysis. The basic old-age insurance system of urban enterprises in Heilongjiang Province is deficient in terms of maintenance rate, coverage, fund management, etc. Through the analysis of the causes of the above problems, The corresponding measures are put forward to perfect the basic old-age insurance system of urban enterprises in Heilongjiang province, such as perfecting the system design, strengthening supervision and raising the retirement age, in order to expect it to be developed more comprehensively and steadily in the future.
