【摘要】：在家庭養(yǎng)老功能日益弱化的中國農(nóng)村,人口老齡化卻日益嚴(yán)重,而如何實現(xiàn)"老有所養(yǎng)、老有所樂"的幸福老齡化社會已成為全社會關(guān)注的熱點。已有文獻主要研究的是養(yǎng)老金對老年人收入、消費、家庭代際轉(zhuǎn)移等客觀經(jīng)濟福利的影響,較少關(guān)注"新農(nóng)保"的主觀福利效應(yīng)以及政策效果的異質(zhì)性問題。利用CHARLS項目發(fā)布的2011-2012年全國調(diào)研數(shù)據(jù),采用斷點回歸法研究"新農(nóng)保"的主觀福利效應(yīng),結(jié)果發(fā)現(xiàn)"新農(nóng)保"不但能顯著提高不同文化水平、不同健康狀況、不同收入水平老年人的生活滿意度,而且存在群體異質(zhì)性,對弱勢群體的政策效果更為明顯。
[Abstract]:In China's rural areas, where the function of the family providing for the aged is weakening day by day, the aging population is becoming increasingly serious, and how to achieve a "sense of security for the elderly," The happy aging society has become the focus of attention of the whole society. What has been studied in the literature is the influence of pension on the income, consumption, intergenerational transfer and other objective economic benefits of the elderly. Less attention is paid to the subjective welfare effect of "new rural insurance" and the heterogeneity of policy effect. The subjective welfare effect of "new rural insurance" is studied by breakpoint regression method using the national survey data released by CHARLS project in 2011-2012. The results showed that "New Rural Insurance" could not only significantly improve the life satisfaction of the elderly with different education level, different health status and different income level, but also had group heterogeneity, and the policy effect on the vulnerable group was more obvious.
