【摘要】：市場(chǎng)失靈導(dǎo)致我國(guó)農(nóng)村醫(yī)療服務(wù)供給既無效率、又不公平,旨在改變農(nóng)村醫(yī)療服務(wù)市場(chǎng)供求關(guān)系的新型農(nóng)村合作醫(yī)療在運(yùn)行過程中,由于各政府部門職責(zé)不清造成政府失靈,促使農(nóng)村醫(yī)療服務(wù)供方壟斷地位加強(qiáng)、醫(yī)療費(fèi)用不合理地過快上漲。目前,公私合營(yíng)模式(PPP)在新農(nóng)合中的應(yīng)用意義主要在于,通過設(shè)計(jì)合理的成本、收益、風(fēng)險(xiǎn)分擔(dān)機(jī)制,在農(nóng)民、各政府部門、商業(yè)保險(xiǎn)公司等參與主體間建立長(zhǎng)期穩(wěn)固的合作伙伴關(guān)系,降低新農(nóng)合的籌資、運(yùn)營(yíng)成本,吸引私人資本參與農(nóng)村衛(wèi)生醫(yī)療服務(wù)的生產(chǎn),增強(qiáng)醫(yī)療供給領(lǐng)域的競(jìng)爭(zhēng)性,從而提高新農(nóng)合的供給效率,提高農(nóng)村居民的醫(yī)療保障。
[Abstract]:Market failure leads to inefficient and unfair supply of rural medical services in our country. The new rural cooperative medical service which aims to change the relationship between supply and demand in the rural medical service market is out of order due to the unclear responsibilities of various government departments during the operation of the new rural cooperative medical service. Promoting the strengthening of the monopoly position of the rural medical service providers, and the unreasonable and rapid rise in medical expenses. At present, the application of the public-private partnership model in NCMS mainly lies in the design of a reasonable mechanism for sharing costs, benefits, and risks. To establish a long-term and stable partnership among farmers, government departments, commercial insurance companies, etc., to reduce the financing and operating costs of NCMS, and to attract private capital to participate in the production of rural health and medical services. To enhance the competition in the field of medical supply, so as to improve the supply efficiency of NCMS and the medical security of rural residents.
