【摘要】：社會(huì)保險(xiǎn)問(wèn)題關(guān)系民生福祉,已成為社會(huì)關(guān)注的重要問(wèn)題。本文研究了中國(guó)社會(huì)保險(xiǎn)和養(yǎng)老保險(xiǎn)的省級(jí)差異根源以及對(duì)經(jīng)濟(jì)增長(zhǎng)的影響。本文整理了2000-2009年中國(guó)全部31個(gè)省級(jí)社會(huì)保險(xiǎn)收入支出的詳細(xì)數(shù)據(jù),對(duì)中國(guó)現(xiàn)階段社會(huì)保險(xiǎn)的地區(qū)差異進(jìn)行全面的統(tǒng)計(jì)描述。實(shí)證研究發(fā)現(xiàn),西部地區(qū)社會(huì)保險(xiǎn)和養(yǎng)老保險(xiǎn)收入和支出占GDP比重明顯高于中部和東部地區(qū)。地區(qū)經(jīng)濟(jì)發(fā)展水平,老年撫養(yǎng)比,國(guó)有經(jīng)濟(jì)比重,以及財(cái)政對(duì)社會(huì)保險(xiǎn)的補(bǔ)貼指標(biāo)對(duì)社會(huì)保險(xiǎn)收入和支出均有顯著的正向影響,對(duì)外貿(mào)易的影響顯著為負(fù)；社會(huì)保險(xiǎn)基金規(guī)模對(duì)經(jīng)濟(jì)增長(zhǎng)無(wú)短期影響。養(yǎng)老保險(xiǎn)收入和支出均受到對(duì)外貿(mào)易的顯著負(fù)影響和財(cái)政補(bǔ)貼、城市化水平、人力資本存量的顯著正影響,老年撫養(yǎng)比也存在正影響。養(yǎng)老保險(xiǎn)的工資替代率主要受經(jīng)濟(jì)發(fā)展水平的影響,與人均GDP水平和FDI顯著負(fù)相關(guān),經(jīng)濟(jì)越發(fā)達(dá),養(yǎng)老金替代率越低。另外,還與老年人口撫養(yǎng)比負(fù)相關(guān),即當(dāng)繳費(fèi)率一定時(shí),負(fù)擔(dān)系數(shù)越高,養(yǎng)老金的替代率越低；中西部地區(qū)養(yǎng)老金負(fù)擔(dān)較重。這說(shuō)明,經(jīng)濟(jì)發(fā)展水平、國(guó)有經(jīng)濟(jì)比重、對(duì)外開(kāi)放政策和人口老齡化趨勢(shì)是影響地區(qū)社會(huì)保險(xiǎn)差異的重要因素。
[Abstract]:Social insurance matters to the well-being of the people, This paper studies the root causes of provincial differences between social insurance and old-age insurance in China and its impact on economic growth. This paper collates the detailed data of all 31 provincial social insurance income expenditures in China from 2000 to 2009. This paper makes a comprehensive statistical description of the regional differences in social insurance in China at present. The empirical study shows that the income and expenditure of social insurance and old-age insurance in the western region account for a higher proportion of GDP than in the central and eastern regions, and the level of regional economic development is obviously higher than that in the central and eastern regions. The old-age dependency ratio, the proportion of state-owned economy, and the subsidy index of finance to social insurance have significant positive effects on social insurance income and expenditure, while the influence of foreign trade is significantly negative. The scale of social insurance fund has no short-term impact on economic growth. The income and expenditure of pension insurance are significantly negatively affected by foreign trade and financial subsidies, and the level of urbanization and the stock of human capital have a significant positive impact. There is also a positive impact on old-age dependency ratio. The wage replacement rate of old-age insurance is mainly affected by the level of economic development, and negatively correlated with the per capita GDP level and FDI. The more developed the economy, the lower the pension replacement rate. There is also a negative correlation with the dependency ratio of the elderly population, that is, when the contribution rate is fixed, the higher the burden coefficient, the lower the replacement rate of the pension; the heavier the pension burden is in the central and western regions. This shows that the level of economic development, the proportion of the state-owned economy, The policy of opening to the outside world and the trend of population aging are the important factors influencing the regional social insurance difference.
