【摘要】:中國(guó)作為一個(gè)農(nóng)業(yè)大國(guó),農(nóng)村人口約占全國(guó)總?cè)丝诘?1%,而農(nóng)村的老齡人口占到了全國(guó)總?cè)丝诘?5%。人口老齡化已經(jīng)成為一個(gè)不可忽視的問(wèn)題。新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)由中央財(cái)政和地方財(cái)政直接補(bǔ)貼,是繼我國(guó)取消農(nóng)業(yè)稅后的又一重大惠民工程。山東是較早開展新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)工作的省份,早在2003年,就相繼在青島和煙臺(tái)的部分地方進(jìn)行了新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的試點(diǎn),泰安市的農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度于1992年開始組織實(shí)施,經(jīng)歷了試點(diǎn)推廣(1992—1997年)、整頓規(guī)范(1998—2003年)、新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)探索試點(diǎn)(2003年至今)三個(gè)階段。 本論文第一部分主要介紹了新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度研究的背景、目的和意義,歸納了國(guó)內(nèi)外學(xué)者關(guān)于農(nóng)村養(yǎng)老保險(xiǎn)的研究情況。列出本文的研究方法和研究思路,并指出了本文的創(chuàng)新點(diǎn)和不足。 第二部分闡述了農(nóng)村養(yǎng)老保險(xiǎn)制度研究的理論基礎(chǔ),對(duì)我國(guó)目前的養(yǎng)老模式進(jìn)行了分析,,并對(duì)我國(guó)新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的運(yùn)行情況進(jìn)行了歸納,在新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度中引入了福利經(jīng)濟(jì)學(xué)理論、市場(chǎng)失靈理論和公共財(cái)政理論。 第三部分首先介紹了泰山區(qū)的主要情況,泰山區(qū)新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的運(yùn)行情況,包括基金籌集情況和待遇發(fā)放情況等,還簡(jiǎn)單介紹了傳統(tǒng)農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)與新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)對(duì)接情況。 第四部分著重分析了當(dāng)前泰山區(qū)農(nóng)村養(yǎng)老保險(xiǎn)存在的問(wèn)題。其中有制度缺陷,導(dǎo)致新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的持續(xù)性不夠的問(wèn)題,也有農(nóng)村的一些現(xiàn)實(shí)情況導(dǎo)致的基金增值差、基金監(jiān)管不到位及信息化管理落后等問(wèn)題。 第五部分提出了完善泰山區(qū)新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的建議。建議在保證基金安全的情況下多嘗試一些基金保值增值的渠道、提出使用基金監(jiān)管系統(tǒng)對(duì)新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)基金進(jìn)行實(shí)時(shí)監(jiān)控以及加強(qiáng)社保業(yè)務(wù)經(jīng)辦服務(wù)能力建設(shè)的途徑等。
[Abstract]:China, as a large agricultural country, The rural population accounts for about 71% of the total population of the country, while the aged population in the countryside accounts for 75% of the total population of the country. The aging of the population has become a problem that cannot be ignored. The new type of rural social endowment insurance is directly subsidized by the central and local governments. It is another major project for the benefit of the people following the abolition of agricultural taxes in our country. Shandong was the province that carried out the pilot work of a new type of rural social old-age insurance earlier, as early as 2003. In some parts of Qingdao and Yantai, the pilot project of the new rural social old-age insurance was carried out in succession. In 1992, the rural social old-age insurance system of Tai'an began to be organized and implemented. It has experienced three stages of pilot extension, from 1992 to 1997, from 1998 to 2003, from 1998 to 2003, and from 2003 to present, on the exploration of new rural social endowment insurance. The first part of this paper mainly introduces the background, purpose and significance of the research on the new rural social endowment insurance system, summarizes the research situation of the domestic and foreign scholars on the rural old-age insurance, lists the research methods and research ideas of this paper. And points out the innovation and insufficiency of this paper. The second part expounds the theoretical basis of the study of rural old-age insurance system, analyzes the current pension model in China, and summarizes the operation of the new rural social old-age insurance system in China. Welfare economics theory, market failure theory and public finance theory are introduced into the new rural social endowment insurance system. The third part first introduces the main situation of Taishan area, the operation of the new rural social old-age insurance system, including fund raising and treatment, etc. Also introduced the traditional rural social endowment insurance and the new rural social endowment insurance docking situation. Part 4th focuses on the analysis of the existing problems of rural old-age insurance in Taishan District. There are institutional defects, which lead to the lack of sustainability of the new rural social old-age insurance system. There are also some problems in rural areas, such as poor fund appreciation, poor fund supervision and backward information management. Part 5th puts forward some suggestions on how to perfect the new rural old-age insurance system in Taishan District. It is suggested that we should try more ways to maintain and increase the value of the funds under the condition of ensuring the safety of the funds. The paper puts forward the ways of using the fund supervision system to monitor the new rural social endowment insurance fund in real time and to strengthen the construction of the social security service capacity.
