【摘要】：自2009年新型農(nóng)村社會養(yǎng)老保險(xiǎn)山西試點(diǎn)以來，山西省政府給與了高度的關(guān)注。在貫徹實(shí)施國務(wù)院頒發(fā)的《關(guān)于開展新型農(nóng)村社會養(yǎng)老保險(xiǎn)試點(diǎn)工作的指導(dǎo)意見》政策，在全省范圍內(nèi)廣泛地推行新型農(nóng)村養(yǎng)老保險(xiǎn)。新型農(nóng)村社會養(yǎng)老保險(xiǎn)制度對原有的落后的農(nóng)村養(yǎng)老保險(xiǎn)制度進(jìn)行了改革和完善。本文從山西省新型農(nóng)村社會養(yǎng)老保險(xiǎn)制度實(shí)施的現(xiàn)狀入手，從資金籌集、覆蓋面、待遇水平、基金運(yùn)營和監(jiān)督管理等五方面對山西省新型農(nóng)村養(yǎng)老保險(xiǎn)現(xiàn)狀進(jìn)行詳細(xì)的實(shí)證分析。總結(jié)出山西省新農(nóng)保在資金籌集、覆蓋面、待遇水平、基金運(yùn)營和監(jiān)督管理等五方面存在的問題：繳費(fèi)檔次低，政府補(bǔ)貼少；覆蓋面窄，參保率低；待遇水平低，城鄉(xiāng)差距大；基金統(tǒng)籌層次低，保值增值難；管理滯后，制度銜接差。根據(jù)試點(diǎn)現(xiàn)狀和我省的整體經(jīng)濟(jì)、人口等因素，從農(nóng)村居民收入、人口流動(dòng)、人口老齡化等內(nèi)部因素以及城鄉(xiāng)二元差距、經(jīng)濟(jì)、文化等外部因素，分析我省新型農(nóng)村社會養(yǎng)老保險(xiǎn)制度問題存在的原因。結(jié)合德國和日本的農(nóng)村養(yǎng)老保險(xiǎn)成功經(jīng)驗(yàn)，對我省新型農(nóng)村養(yǎng)老保險(xiǎn)的完善提出實(shí)施有效的激勵(lì)措施，加大政府投入，加強(qiáng)宣傳教育，擴(kuò)大新農(nóng)保覆蓋面，提高待遇水平，打破二元格局，妥善管理資金，優(yōu)化新農(nóng)保基金投資運(yùn)營結(jié)構(gòu)，完善新農(nóng)保制度，，推行多種養(yǎng)老方式等針對性的建議。
[Abstract]:Since 2009, the Shanxi Provincial Government has paid great attention to the pilot project of the new rural social old-age insurance in Shanxi Province. In carrying out the policy of "guiding opinions on developing the pilot work of the New Rural Social Old-age Insurance" issued by the State Council, The new rural old-age insurance has been widely implemented in the whole province. The new rural social old-age insurance system has reformed and perfected the original backward rural old-age insurance system. This paper starts with the new rural social old-age insurance system in Shanxi Province. Starting with the status quo of the implementation of the insurance system, From five aspects of fund raising, coverage, treatment level, fund operation and supervision and management, this paper makes a detailed empirical analysis on the current situation of new rural old-age insurance in Shanxi Province. There are five problems in fund operation and supervision and management: low payment level, low government subsidy, narrow coverage, low participation rate, low treatment level, large gap between urban and rural areas, low overall planning level of fund, difficulty in maintaining and increasing value, and lagging behind in management. Poor institutional cohesion. According to the status quo of the pilot project and the overall economy, population and other factors of our province, internal factors such as income of rural residents, population mobility, population aging, as well as external factors such as the urban-rural dual gap, economy, culture, etc., This paper analyzes the causes of the problems in the new rural social old-age insurance system in our province. Combined with the successful experience of the rural old-age insurance in Germany and Japan, it puts forward effective incentive measures for the perfection of the new-type rural old-age insurance in our province, and increases government investment. Strengthen propaganda and education, expand the coverage of the new rural insurance, improve the level of treatment, break the dual pattern, properly manage the funds, optimize the investment and operation structure of the new rural insurance fund, perfect the new rural insurance system, and carry out various ways of providing for the aged.
