晉江市城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度優(yōu)化研究

【摘要】:城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)作為一項(xiàng)普惠性的民生大工程,涉及我國廣大城鎮(zhèn)及農(nóng)村老年人的切身利益。我國從2009年開始試點(diǎn)實(shí)行新型農(nóng)村社會養(yǎng)老保險(xiǎn)制度,2011年設(shè)立試點(diǎn)進(jìn)一步推進(jìn)城鎮(zhèn)居民社會養(yǎng)老保險(xiǎn)制度,2014年2月7日,國家決定依法將新型農(nóng)村社會養(yǎng)老保險(xiǎn)、城鎮(zhèn)居民社會養(yǎng)老保險(xiǎn)并軌,建立城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度。晉江作為全國首批新型農(nóng)村社會養(yǎng)老保險(xiǎn)試點(diǎn)之一,從2009年開始運(yùn)行該制度,在制度運(yùn)行之初就得到各級政府的高度重視。參保人群覆蓋了除參加職工養(yǎng)老保險(xiǎn)及機(jī)關(guān)社會養(yǎng)老保險(xiǎn)以外的所有16周歲以上的非在校生人群。由于晉江市城鄉(xiāng)差距小,因此一開始就實(shí)行農(nóng)村城鎮(zhèn)一體化的政策。本文在對晉江市城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度運(yùn)行狀況進(jìn)行說明的基礎(chǔ)上,結(jié)合相關(guān)公共管理理論,通過訪談問卷的方式分析該制度運(yùn)行中存在的問題并提出解決改進(jìn)方案。著重從基礎(chǔ)養(yǎng)老金調(diào)整、提高群眾參保意愿、完善基金管理以及提升基層經(jīng)辦水平四方面進(jìn)行研究。通過文獻(xiàn)分析法掌握國內(nèi)及國外相關(guān)領(lǐng)域的研究現(xiàn)狀,夯實(shí)城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度研究的理論基礎(chǔ);通過比較分析法獲取其他地區(qū)先進(jìn)的制度實(shí)施經(jīng)驗(yàn),為晉江市城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度實(shí)施提供借鑒參考、取長補(bǔ)短;通過訪談法,深入了解制度運(yùn)行的成效與不足,以及群眾對于該制度的評價(jià)以及期望。在綜合分析的基礎(chǔ)上,本文認(rèn)為,針對基礎(chǔ)養(yǎng)老金水平偏低的問題,主要從以下兩方面今天提高:在入口方面,建立長繳多得的繳費(fèi)激勵政策,同時鼓勵集體補(bǔ)助政策;在出口方面,政府可將基礎(chǔ)養(yǎng)老金水平與經(jīng)濟(jì)發(fā)展水平等因素掛鉤,提高養(yǎng)老金自動調(diào)節(jié)的靈活性。針對群眾參保意愿不高問題,政府可著重對城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)制度進(jìn)行系統(tǒng)性的宣傳,并通過基層政府引導(dǎo)組織群眾參與。針對基金管理不善問題,通過提高統(tǒng)籌層級,靈活基金管理;通過制定法律法規(guī),確;鸸芾淼陌踩行。針對基層經(jīng)辦水平低問題,通過提高基層經(jīng)辦人員業(yè)務(wù)水平及完善基層經(jīng)辦硬件標(biāo)準(zhǔn)等方法來解決。該研究理論上豐富了城鄉(xiāng)居民基本養(yǎng)老保險(xiǎn)的研究成果,實(shí)際上對于該制度在其他地區(qū)的運(yùn)行有實(shí)際的借鑒意義。
[Abstract]:Basic old-age insurance for urban and rural residents as a major project of inclusive livelihood, It involves the vital interests of the elderly in the vast number of towns and rural areas in China. The new rural social old-age insurance system has been implemented on a pilot basis in China since 2009, and the pilot project was set up in 2011 to further promote the social old-age insurance system for urban residents. In February 7th 2014, The State has decided to merge the new type of rural social old-age insurance with the urban and rural residents' social old-age insurance in accordance with the law, and to establish a basic old-age insurance system for urban and rural residents. Jinjiang is one of the first pilot projects of the new rural social old-age insurance in China. The system has been in operation since 2009, At the beginning of the operation of the system, the governments at all levels attached great importance to it. The insured population covered all non-school students over the age of 16 except for participating in the workers' pension insurance and the organ social old-age insurance. Due to the small gap between urban and rural areas in Jinjiang City, Therefore, the policy of integration of rural and urban areas has been implemented from the beginning. This paper, on the basis of explaining the operation of the basic old-age insurance system for urban and rural residents in Jinjiang, combined with the relevant public management theory, This paper analyzes the problems existing in the operation of the system by means of interview questionnaire, and puts forward the solution to the improvement plan, focusing on the adjustment of the basic pension and the increase of the masses' willingness to participate in the insurance. Improve the fund management and improve the basic level of the four aspects of the study. Through the literature analysis to grasp the domestic and foreign related fields of research, consolidate the theoretical basis of urban and rural residents basic old-age insurance system research; Through comparative analysis to obtain advanced system implementation experience in other regions, to provide a reference for the implementation of the basic old-age insurance system for urban and rural residents in Jinjiang, learn from each other's weaknesses; through interviews, in-depth understanding of the effectiveness and shortcomings of the system, As well as the evaluation and expectations of the masses on the system. On the basis of comprehensive analysis, this paper holds that, in view of the low level of basic pension, it is mainly raised today from the following two aspects: in terms of import, Establish a premium incentive policy with a long payout and encourage a collective subsidy policy; in the case of exports, the government can link the level of basic pensions to factors such as the level of economic development. To improve the flexibility of automatic adjustment of pensions. In view of the low willingness of the masses to participate in the insurance, the government can focus on the systematic publicity of the basic old-age insurance system for urban and rural residents. And through the grass-roots government to guide the organization of mass participation, in view of the mismanagement of the fund, through raising the overall planning level, flexible fund management, by formulating laws and regulations to ensure the safety and effectiveness of fund management, and aiming at the low level of grass-roots management, To solve the problem by improving the professional level of grass-roots office personnel and improving the hardware standards of grass-roots agencies. The research enriches theoretically the research results of basic old-age insurance for urban and rural residents. In fact, the operation of the system in other regions has practical significance.
