黑龍江省小微企業(yè)參加社會(huì)養(yǎng)老保險(xiǎn)問(wèn)題研究

【摘要】:城市靈活就業(yè)人員以及農(nóng)村剩余勞動(dòng)力進(jìn)城務(wù)工人員面臨的就業(yè)困難成為社會(huì)關(guān)注的焦點(diǎn),這類群體急需解決就業(yè)的同時(shí)也需要解決基本的社會(huì)保障,小微企業(yè)就業(yè)機(jī)會(huì)多和管理機(jī)制靈活成為他們就業(yè)的首要選擇。目前,黑龍江省絕大部分的小微企業(yè)員工都處于社會(huì)養(yǎng)老保險(xiǎn)體系之外,研究黑龍江省小微企業(yè)社會(huì)養(yǎng)老保險(xiǎn)存在的問(wèn)題,剖析問(wèn)題產(chǎn)生的背后原因,進(jìn)而找到有針對(duì)性的解決辦法,鼓勵(lì)更多人參加社會(huì)養(yǎng)老保險(xiǎn),為小微企業(yè)員工加入社會(huì)養(yǎng)老保險(xiǎn)創(chuàng)造條件,可以解決黑龍江省在社會(huì)養(yǎng)老保險(xiǎn)方面輻射面狹窄的現(xiàn)狀,提升養(yǎng)老保險(xiǎn)的安全系數(shù),強(qiáng)化黑龍江省的社會(huì)保障體系。研究小微企業(yè)參加社會(huì)養(yǎng)老保險(xiǎn)現(xiàn)狀和問(wèn)題有助于從實(shí)際角度提升當(dāng)?shù)氐纳鐣?huì)保障水平。對(duì)于企業(yè)而言,處理好社會(huì)養(yǎng)老保險(xiǎn)問(wèn)題有助于增強(qiáng)人才忠誠(chéng)度,防止人才流失。企業(yè)得以運(yùn)轉(zhuǎn)的基本條件之一就是人員的合理配備,完善對(duì)人員福利保障制度的建設(shè),能夠提升員工的工作效率,從而增強(qiáng)企業(yè)生產(chǎn)效率。社會(huì)養(yǎng)老保險(xiǎn)體系建設(shè)能夠降低員工的流動(dòng)性,降低企業(yè)人力資源總成本。近年來(lái),小微企業(yè)吸收了大量的從業(yè)人員,勢(shì)頭已經(jīng)趕超大中型企業(yè),其就業(yè)人員的增長(zhǎng)速度明顯攀升,并減緩了社會(huì)就業(yè)壓力。小微企業(yè)用工難的形勢(shì)日趨嚴(yán)峻,其實(shí)施員工社會(huì)養(yǎng)老保險(xiǎn)的福利制度能夠?yàn)槠淙瞬帕魅朐黾游?并能夠降低員工流動(dòng)性。企業(yè)為小微企業(yè)的員工購(gòu)買社會(huì)養(yǎng)老保險(xiǎn)能夠?yàn)閱T工提供未來(lái)的生活保障并能增強(qiáng)企業(yè)自身抵抗風(fēng)險(xiǎn)的能力。本文通過(guò)文獻(xiàn)分析法、比較分析法、統(tǒng)計(jì)分析法進(jìn)行分析,得出必須立即提升小微企業(yè)參加社會(huì)養(yǎng)老保險(xiǎn)的比率的結(jié)論,主要原因如下:首先,有助于增加政府的社會(huì)養(yǎng)老保險(xiǎn)收入基數(shù),穩(wěn)固社會(huì)養(yǎng)老保險(xiǎn)的支付體系,降低社會(huì)風(fēng)險(xiǎn)。其次,為當(dāng)?shù)亟?jīng)濟(jì)發(fā)展奠定基礎(chǔ),有助于促進(jìn)和諧社會(huì)的發(fā)展。小微企業(yè)社會(huì)養(yǎng)老保險(xiǎn)問(wèn)題的解決能夠保障更多人的基本生活保障,能夠促進(jìn)社會(huì)的和諧安定,能夠保障職工更加專注于工作,從而促進(jìn)社會(huì)經(jīng)濟(jì)更加健康發(fā)展。本文通過(guò)分析現(xiàn)狀發(fā)現(xiàn)問(wèn)題,并就問(wèn)題提出針對(duì)性的改革建議,以期達(dá)到推廣黑龍江省的社會(huì)養(yǎng)老保險(xiǎn)制度,降低小微企業(yè)的社保壓力,促進(jìn)黑龍江省政治、經(jīng)濟(jì)健康發(fā)展的目的。
[Abstract]:The employment difficulties faced by urban flexible employment workers and rural surplus labor migrant workers have become the focus of social concern. These groups urgently need to solve the employment needs to solve the basic social security at the same time. At present, most of the employees of small and micro enterprises in Heilongjiang Province are outside the social pension insurance system. This paper studies the problems existing in the social old-age insurance of small and micro enterprises in Heilongjiang Province, analyzes the causes behind the problems, and then finds out targeted solutions to encourage more people to participate in the social old-age insurance. By creating conditions for small and micro enterprise employees to join the social endowment insurance, we can solve the problem of narrow radiation in the social endowment insurance in Heilongjiang Province, and enhance the safety factor of the old-age insurance. Strengthening the social security system in Heilongjiang Province and studying the status quo and problems of small and micro enterprises participating in social old-age insurance will help to raise the local social security level from a practical point of view. To deal with the problem of social old-age insurance is helpful to strengthen the loyalty of talents and prevent the brain drain. One of the basic conditions for the operation of enterprises is the rational allocation of personnel and the improvement of the construction of the system of ensuring the welfare of personnel. The construction of social pension insurance system can reduce the mobility of employees and reduce the total cost of human resources. In recent years, small and micro enterprises have absorbed a large number of employees. The momentum has surpassed that of large and medium-sized enterprises, and the growth rate of their employment personnel has risen significantly, and the pressure on social employment has been slowed down. The situation of small and micro enterprises is becoming increasingly difficult to employ. Its welfare system of implementing social pension insurance for employees can increase its attractiveness for the inflow of talents. And it can reduce employee mobility. The enterprise can provide future life security for the employees of small and micro enterprises and enhance their ability to resist risks. This paper uses literature analysis, comparative analysis, and analysis of social endowment insurance for employees of small and micro enterprises, which can provide future life security for employees and enhance the ability of enterprises to resist risks. The main reasons are as follows: firstly, it is helpful to increase the income base of social pension insurance. To stabilize the payment system of social old-age insurance and reduce social risks. Secondly, to lay the foundation for local economic development. To help promote the development of a harmonious society. The solution to the problem of social old-age insurance in small and micro enterprises can guarantee the basic living security of more people, promote social harmony and stability, and ensure that workers and staff are more focused on their work. In order to promote the healthy development of social economy, this paper finds out the problems by analyzing the present situation, and puts forward some pertinent reform suggestions in order to popularize the social old-age insurance system in Heilongjiang Province and reduce the social security pressure of small and micro enterprises. The purpose of promoting the healthy development of Heilongjiang Province's politics and economy.
