【摘要】：21世紀(jì)以來(lái),隨著全球老齡化浪潮的來(lái)臨,中國(guó)的老齡化速度加快,政府加快了福利政策的推進(jìn)。福利政策的瞄準(zhǔn)偏差影響著福利效率,傳統(tǒng)的瞄準(zhǔn)研究從技術(shù)分析視角、政治過(guò)程視角、文化視角三個(gè)視角出發(fā)進(jìn)行研究,而文化視角側(cè)重于文化特殊性與福利污名化關(guān)系的研究。調(diào)查發(fā)現(xiàn)甘肅東部農(nóng)村存在與文化特殊性相關(guān)的價(jià)值理性,這種價(jià)值理性構(gòu)成了不同于福利污名化的另一個(gè)面向新農(nóng)合政策瞄準(zhǔn)的影響。而該價(jià)值理性主導(dǎo)的行為選擇所形成的新農(nóng)合政策瞄準(zhǔn)偏差的縮小,不僅需要農(nóng)村地區(qū)關(guān)于"孝"、"享福"與"善終"的價(jià)值觀念的轉(zhuǎn)變,從而在個(gè)體行為上實(shí)現(xiàn)以對(duì)患病高齡老人進(jìn)行及時(shí)治療,而非將大額金錢用于喪事消費(fèi);同時(shí)制度層面需要進(jìn)一步優(yōu)化農(nóng)村高齡患病老人對(duì)醫(yī)療資源的可及性。
[Abstract]:Since 21th century, with the advent of the global aging tide, the aging speed of China has been accelerated, and the government has accelerated the promotion of welfare policy. The political process perspective, the cultural perspective and the cultural perspective focus on the relationship between cultural particularity and welfare stigma. This kind of value rationality is different from welfare stigmatization, and it is different from the impact of targeting of new rural cooperative policy, and the deviation of new rural cooperative policy targeting formed by the behavior choice led by this value reason is reduced. Not only does it need to change the values of "filial piety", "enjoyment" and "good death" in rural areas, so as to realize the timely treatment of the sick elderly in individual behavior, instead of using large sums of money for funeral expenses; At the same time, the system needs to further optimize the rural elderly and sick elderly access to medical resources.
