【摘要】：隨著經(jīng)濟的不斷發(fā)展與城鎮(zhèn)化的持續(xù)推進,征地面積不斷的增加,失地農(nóng)民的數(shù)量也在與日俱增。永州市的城鎮(zhèn)化水平由2005年的27.58%上升至2013年的41.26%,耕地面積由2005年的36.61萬公頃下降到2012的33.5萬公頃,平均每年減少0.44萬公頃。土地承載著就業(yè)、經(jīng)濟和社會保障三大基本功能。農(nóng)民失去土地后,不但面臨生存壓力,還面臨巨大的養(yǎng)老風險。永州市政府出臺了相關(guān)政策對失地農(nóng)民進行適當?shù)难a償并且實施了針對失地農(nóng)民的養(yǎng)老保險政策,但是由于各種原因,失地農(nóng)民的參保率不高。因此,研究失地農(nóng)民參加失地農(nóng)民養(yǎng)老保險的影響因素,切實提高失地農(nóng)民的參保率,對真正改善失地農(nóng)民老年生活有著非常重要的意義。本文在大量文獻研讀和相關(guān)理論分析的基礎(chǔ)上,以失地農(nóng)民參加失地農(nóng)民養(yǎng)老保險影響因素為視角,選取永州市失地農(nóng)民最為集中的浯溪鎮(zhèn)和仁灣鎮(zhèn)展開調(diào)查,提出影響失地農(nóng)民參加養(yǎng)老保險的13個因素,再利用Logistic模型對這13個因素進行逐步回歸分析。在回歸分析的基礎(chǔ),進一步闡述了失地農(nóng)民的文化程度、家庭收入狀況、個人繳費標準、征地補償標準等主要因素影響失地農(nóng)民參加養(yǎng)老保險,并對其實證結(jié)果進一步分析,得出失地農(nóng)民自身的局限、失地農(nóng)民養(yǎng)老保險制度的不完善、政府責任的缺失致使永州市失地農(nóng)民養(yǎng)老險參保率不高。最后從提高征地補償標準、增強就業(yè)服務(wù)支持、提高籌資水平、加大宣傳力度和財政支持力度以及建立健全失地農(nóng)民養(yǎng)老保險基金管理機制這五個方面來提高永州市失地農(nóng)民養(yǎng)老保險參保率的針對性政策建議。
[Abstract]:With the continuous development of economy and urbanization, the land requisition area is increasing. The number of landless farmers is also increasing. The level of urbanization in Yongzhou has risen from 27.58% in 2005 to 41.26 on 2013, and the area of cultivated land has fallen from 366,100 hectares in 2005 to 335,000 hectares in 2012, an average annual decrease of 4,400 hectares. Three basic functions of economic and social security. After farmers lose their land, they not only face the pressure of survival, Yongzhou city government has issued relevant policies to compensate landless farmers and implemented pension insurance policies for landless farmers. However, due to various reasons, the participation rate of landless farmers is not high. This paper studies the influencing factors of land-lost farmers' participation in the old-age insurance of land-lost farmers, and improves the participation rate of land-lost farmers. It is of great significance to improve the elderly life of landless farmers. Based on a large number of literature and related theoretical analysis, this paper takes the factors affecting the participation of land-lost farmers in the old-age insurance of land-lost farmers as the perspective. In this paper, 13 factors influencing the participation of landless farmers in pension insurance are put forward, which are the most concentrated landless farmers in Yongzhou City. The 13 factors are analyzed by using Logistic model. On the basis of the regression analysis, the factors are analyzed by stepwise regression analysis. The main factors such as education level, family income, individual payment standard, land requisition compensation standard and so on, which affect the participation of land-lost farmers in pension insurance, are further expounded, and the empirical results are further analyzed. It is concluded that the limitation of land-lost farmers, the imperfect pension insurance system of land-lost farmers, and the lack of government responsibility lead to a low participation rate of land-lost farmers in Yongzhou. Finally, from raising the standard of compensation for land requisition and strengthening the support of employment services, Raising the level of financing, strengthening propaganda and financial support, and establishing and perfecting the management mechanism of the land-lost farmers' pension insurance fund to improve the participation rate of land-lost farmers' pension insurance in Yongzhou City, this paper puts forward some policy suggestions on how to improve the participation rate of the land-lost farmers' pension insurance in Yongzhou City.
