【摘要】：1978年,為應(yīng)對我國人口的飛速增長,計劃生育政策成為一項基本國策,在剛開始實行的20年里,人口增長得到抑制,勞動年齡人口比例上升,我國進入了人口紅利時期。但是進入21世紀(jì)以來,人口紅利逐漸消失,長期實行的計劃生育政策導(dǎo)致我國人口生育率低,人口老齡化嚴(yán)重;同時,我國部分積累制的社會養(yǎng)老保險制度改革實施較晚,無法在短時間內(nèi)消化改制成本,而且,我國的養(yǎng)老金投資渠道窄,投資收益低,諸多因素預(yù)示著未來支付風(fēng)險問題將困擾著我國的養(yǎng)老保險體系。為了滿足人口結(jié)構(gòu)合理化目標(biāo)需要,我國于2016年實行了全面放開二孩政策,這一政策的實施勢必影響未來養(yǎng)老保險基金的平衡。那么,這種影響到底是怎樣的?我們必須做出準(zhǔn)確的判斷,并依此制定或調(diào)整社會保險政策。正是基于這樣的考慮,本文以此為題進行研究,以期有所收獲。本文選取了城鎮(zhèn)職工基本養(yǎng)老保險基金這一側(cè)面,以目前實際存在的名義賬戶制為假設(shè)條件,基于目前我國全面放開二孩這一新政策背景,對城鎮(zhèn)職工基本養(yǎng)老保險基金的平衡問題進行了研究。為了維持城鎮(zhèn)職工基本養(yǎng)老保險基金的持續(xù)健康運行,文章就2016—2050年這35年內(nèi)城鎮(zhèn)職工基本養(yǎng)老保險的收入和支出情況建立精算模型,模型中涉及到的相關(guān)變量包括:繳費比例、以2015年作為基期的城鎮(zhèn)企業(yè)職工的年平均工資、年平均工資增長率、城鎮(zhèn)參保職工人數(shù)、城鎮(zhèn)參保職工的退休年齡、城鎮(zhèn)參保職工的死亡年齡等。根據(jù)模型測算的結(jié)論,探討全面放開二孩政策的效果,并進一步提出落實全面二孩政策的配套改革措施和完善城鎮(zhèn)職工基本養(yǎng)老保險制度的政策建議。
[Abstract]:In 1978, in response to the rapid population growth in China, the family planning policy became a basic national policy. In the first 20 years of implementation, population growth was suppressed, and the ratio of working-age population rose. China has entered the period of demographic dividend. However, since 21th century, the dividend has gradually disappeared. The long-term implementation of the family planning policy has led to a low fertility rate and a serious aging population in our country; at the same time, The reform of social endowment insurance system of partial accumulation system in our country is carried out late, which can not digest the cost of reform in a short time. Moreover, the investment channel of pension is narrow and the investment income is low in our country. In order to meet the needs of the rationalization of the population structure, in 2016, China implemented the policy of fully liberalizing the two-child policy. The implementation of this policy is bound to affect the future pension fund balance. We must make accurate judgment and make or adjust the social insurance policy according to this. Based on the existing nominal account system as a hypothetical condition, and based on the background of the new policy of fully liberalizing the second child in our country at present, In order to maintain the sustainable and healthy operation of the basic old-age insurance fund for urban workers, this paper studies the balance of the basic old-age insurance fund for urban workers. This paper establishes an actuarial model on the income and expenditure of basic old-age insurance for urban workers in 2016-2050. The related variables involved in the model include the proportion of contributions, the average annual wages of employees in urban enterprises with 2015 as the base period. The annual average wage growth rate, the number of urban insured workers and staff, the retirement age of urban insured workers, the death age of urban insured workers, etc. According to the conclusions of the model calculation, this paper discusses the effect of fully liberalizing the two-child policy. Furthermore, the paper puts forward the corresponding reform measures to carry out the comprehensive two-child policy and the policy suggestions to perfect the basic old-age insurance system for urban workers.
