【摘要】：社會(huì)養(yǎng)老保險(xiǎn)的首要目標(biāo)是保障老年人口因退休而引起的收入減滅的風(fēng)險(xiǎn)，其本質(zhì)是通過(guò)收入再分配來(lái)保障退休人口的收入。這種強(qiáng)制性的收入再分配制度，不僅會(huì)平滑制度受益人一生所得與消費(fèi)之間的沖突，同時(shí)也使得代際之間通過(guò)收入的重新分配而實(shí)現(xiàn)社會(huì)成員之間的互助共濟(jì)。人均養(yǎng)老金水平作為養(yǎng)老保險(xiǎn)制度保障水平的參考指標(biāo)之一，其水平高低不僅關(guān)系到在職人口退休后生活水平的標(biāo)準(zhǔn)，，同時(shí)決定了養(yǎng)老保險(xiǎn)制度功能發(fā)揮的大小。而養(yǎng)老保險(xiǎn)結(jié)構(gòu)水平則著重衡量了社會(huì)保障體系內(nèi)各分項(xiàng)目資源配比的情況。 本文在對(duì)山西省城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度發(fā)展回顧的基礎(chǔ)上，通過(guò)構(gòu)建城鎮(zhèn)人均養(yǎng)老保險(xiǎn)適度結(jié)構(gòu)水平的測(cè)度模型，測(cè)算山西省城鎮(zhèn)人均養(yǎng)老保險(xiǎn)適度結(jié)構(gòu)水平，并與實(shí)際人均養(yǎng)老保險(xiǎn)結(jié)構(gòu)水平相比較得出結(jié)論，在此基礎(chǔ)上，結(jié)合影響?zhàn)B老金水平因素指標(biāo)，通過(guò)構(gòu)建人均養(yǎng)老金水平影響因素回歸模型，篩選得出影響人均養(yǎng)老金水平的優(yōu)選模型，以優(yōu)選模型選定的變量指標(biāo)作為影響基本養(yǎng)老金水平的主要參考因素，為山西省調(diào)整基本養(yǎng)老金水平提供決策參考依據(jù)。
[Abstract]:The primary goal of social old-age insurance is to protect the risk of income reduction caused by the retirement of the elderly population. Its essence is to protect the income of the retired population through income redistribution. Not only will it smooth out the conflict between the lifetime income and consumption of the beneficiaries of the system, At the same time, it also enables intergenerational income redistribution to realize mutual aid among members of society. The per capita pension level is regarded as one of the reference indicators of the level of pension insurance system security. Their level is not only related to the standard of living of the working population after retirement, At the same time, it determines the function of the endowment insurance system, and the level of the pension insurance structure mainly measures the resource matching of the various sub-items in the social security system. Based on the review of the development of urban workers' pension insurance system in Shanxi Province, this paper calculates the appropriate structure level of urban per capita old-age insurance in Shanxi Province by constructing a measurement model of the appropriate structural level of urban per capita old-age insurance. And compared with the actual per capita pension insurance structure level, on this basis, combined with the factors affecting the pension level indicators, through the establishment of per capita pension level influencing factors regression model, The optimal selection model which affects the per capita pension level is obtained, and the variables selected by the optimal selection model are taken as the main reference factors to influence the basic pension level, which provides a reference basis for Shanxi Province to adjust the basic pension level.
