【摘要】：OECD國家的公共養(yǎng)老金制度改革發(fā)展趨勢在某種程度上可謂反映和涵蓋了世界主流的公共養(yǎng)老金制度改革方向和方式。盡管OECD各成員國的公共養(yǎng)老金制度架構(gòu)及歷史不盡相同,但其改革的原因及改革的主流趨勢卻驚人地相似。 本文對OECD國家目前已經(jīng)實(shí)施或者正引起廣泛爭論的改革方案分作兩大類：參數(shù)改革和范式改革,其中范式改革包括名義賬戶制和部分私有化改革。在深入分析各類方案特點(diǎn)的基礎(chǔ)上探討其反映出的OECD國家公共養(yǎng)老金制度改革的一般趨勢：改革而非革命。據(jù)此,本文基于多元主義的視角對公共養(yǎng)老金制度改革作進(jìn)一步分析和思考：為什么是這樣一種改革。 本文共分四個(gè)部分：第一部分是研究的背景和意義,第二部分分析OECD國家公共養(yǎng)老金制度改革的原因和影響因素,第三部分分析OECD國家公共養(yǎng)老金制度改革的措施,第四部分是OECD國家公共養(yǎng)老金制度的成功經(jīng)驗(yàn)及其對我國養(yǎng)老金的啟示。
[Abstract]:To some extent, the development trend of public pension system reform in OECD countries can be described as reflecting and covering the direction and mode of public pension system reform in the mainstream of the world, although the structure and history of public pension system of OECD member countries are different. However, the reasons for the reform and the mainstream trend of the reform are surprisingly similar. In this paper, there are two types of reform schemes that have been implemented in OECD countries or are being widely debated: parametric reform and paradigm reform. The paradigm reform includes the nominal account system and the partial privatization reform. Based on the in-depth analysis of the characteristics of various schemes, this paper discusses the general trend of the reform of the OECD national public pension system: reform, not revolution. This paper makes further analysis and reflection on the reform of public pension system from the perspective of pluralism: why is it such a reform? This paper is divided into four parts: the first part is the background and significance of the research, the second part analyzes the reasons and influencing factors of the OECD national public pension system reform, the third part analyzes the measures of the OECD national public pension system reform. The 4th part is the successful experience of OECD national public pension system and its enlightenment to our country's pension.
