【摘要】：當(dāng)前我國正處在經(jīng)濟(jì)高速發(fā)展,改革開放不斷深入的新時(shí)期,黨的十八大也順應(yīng)新時(shí)期的發(fā)展,提出要不斷推進(jìn)政治體制改革。在眾多的改革領(lǐng)域中,事業(yè)單位的改革仍沒有獲得重大突破。而進(jìn)入21世紀(jì)以來,我國人口老齡化趨勢(shì)逐漸顯現(xiàn),養(yǎng)老問題成為我國急需應(yīng)對(duì)的重大問題。公益性事業(yè)單位在我國是國民經(jīng)濟(jì)和社會(huì)發(fā)展的重要領(lǐng)域,也是人力資源重要的聚集地。所以公益性事業(yè)單位養(yǎng)老問題是我國公共部門人力資源管理及改革中的重要課題。眾所周知,養(yǎng)老保險(xiǎn)是養(yǎng)老制度的重要組成部分,也是解決我國養(yǎng)老問題的重要突破口。因此研究我國公益性事業(yè)單位養(yǎng)老保險(xiǎn)制度具有重要的理論和現(xiàn)實(shí)意義。 我國現(xiàn)行的公益性事業(yè)單位養(yǎng)老保險(xiǎn)制度是伴隨著我國計(jì)劃經(jīng)濟(jì)體制同時(shí)產(chǎn)生的。在這種保險(xiǎn)制度下,職工退休養(yǎng)老金通常由國家財(cái)政負(fù)擔(dān)或單位負(fù)擔(dān),按照職工退休時(shí)工資的一定比例發(fā)放,個(gè)人不承擔(dān)相應(yīng)的責(zé)任。隨著改革的深入,這種由國家全部包下來的傳統(tǒng)的保障模式已經(jīng)越來越不適應(yīng)社會(huì)主義市場(chǎng)經(jīng)濟(jì)、構(gòu)建和諧社會(huì)以及我國當(dāng)前養(yǎng)老格局的發(fā)展。因此,重建和發(fā)展公益性事業(yè)單位養(yǎng)老保險(xiǎn)制度,不僅有利于我國養(yǎng)老保險(xiǎn)制度體系和社會(huì)保障體系的完善,也有利于解決我國當(dāng)前養(yǎng)老問題以及社會(huì)主義和諧社會(huì)的建設(shè)。 本文從公益性事業(yè)單位的界定入手,對(duì)我國公益性事業(yè)單位養(yǎng)老保險(xiǎn)制度改革進(jìn)行系統(tǒng)化研究。全文運(yùn)用文獻(xiàn)綜述法和比較研究法等方法,總結(jié)國內(nèi)已有的機(jī)關(guān)事業(yè)單位養(yǎng)老保險(xiǎn)制度改革的經(jīng)驗(yàn),借鑒國外公職人員養(yǎng)老保險(xiǎn)制度改革的理論與實(shí)際做法,結(jié)合我國事業(yè)單位分類改革進(jìn)程,對(duì)公益性事業(yè)單位養(yǎng)老保險(xiǎn)制度的現(xiàn)狀特別是存在的問題及其原因進(jìn)行深入分析,進(jìn)而提出完善我國公益性事業(yè)單位養(yǎng)老保險(xiǎn)制度的建議,為推進(jìn)事業(yè)單位養(yǎng)老保險(xiǎn)制度整體改革和社會(huì)保障制度的完善提供理論參考。本文的研究?jī)?nèi)容安排如下： 第一部分主要是文章的緒論部分,主要介紹了本文的研究目的與意義,研究的思路與方法,同時(shí)本文還分別對(duì)國內(nèi)外學(xué)者關(guān)于事業(yè)單位養(yǎng)老保險(xiǎn)這一問題的研究進(jìn)行了概述和總結(jié)。 第二部分主要是對(duì)本文的相關(guān)概念和理論基礎(chǔ)進(jìn)行了闡述,首先對(duì)事業(yè)單位、養(yǎng)老保險(xiǎn)及其與社會(huì)保險(xiǎn)、社會(huì)保障等概念的界定和區(qū)分,同時(shí)還對(duì)公益性事業(yè)單位養(yǎng)老保險(xiǎn)的理論基礎(chǔ)進(jìn)行了分析。 第三部分主要是對(duì)公益性事業(yè)單位工作人員養(yǎng)老保險(xiǎn)制度改革的概述,包括養(yǎng)老保險(xiǎn)改革的意義、發(fā)展歷程以及現(xiàn)有養(yǎng)老保險(xiǎn)制度存在的問題及其原因分析。 第四部分主要是對(duì)發(fā)達(dá)國家公職人員養(yǎng)老保險(xiǎn)制度的研究,重點(diǎn)介紹了代表性國家的養(yǎng)老保險(xiǎn)制度并對(duì)它們進(jìn)行了比較,以便吸取其有益的經(jīng)驗(yàn),我國在對(duì)公益性事業(yè)單位養(yǎng)老保險(xiǎn)制度改革時(shí)也可以學(xué)習(xí)和借鑒它們的成功之處。 第五部分主要是從政府自身、法律等方面提出了推進(jìn)我國公益性事業(yè)單位工作人員養(yǎng)老保險(xiǎn)制度改革的一些對(duì)策。
[Abstract]:Our country is in the new period of economic high - speed development and the reform and opening - up , the 18th Party of the Communist Party of China has also been in line with the development of the new period , and the reform of the political system has not been achieved . In the many fields of reform , the trend of population ageing has gradually appeared , and the problem of the aged has become an important issue in China ' s public sector human resources management and reform . Under the insurance system , the old - age pension system of the employees is usually borne by the state financial burden or the unit , and the individual does not bear the corresponding responsibility . With the deepening of the reform , the traditional safeguard mode of the whole package of the country has become more and less suitable for the development of the socialist market economy , the construction of a harmonious society and the current pension pattern in our country . Therefore , the reconstruction and development of the public welfare institutions old - age insurance system not only benefit the system of the endowment insurance system and the improvement of the social security system in our country , but also help to solve the current pension problem in our country and the construction of the socialist harmonious society . Based on the definition of public welfare institutions , this paper systematically studies the reform of the endowment insurance system of public welfare institutions in China . The first part mainly introduces the introduction part of the article , mainly introduces the purpose and significance of the research , the thinking and method of the research , and also summarizes and summarizes the research on the endowment insurance of public institutions at home and abroad . The second part is mainly about the concept and the theoretical basis of the article , first the definition and the distinction between the institution , the endowment insurance and the concept of social insurance and social security , and also analyzes the theoretical basis of the public welfare institution ' s endowment insurance . The third part is mainly about the reform of the endowment insurance system of public welfare institutions , including the significance of endowment insurance reform , the course of development and the problems and causes of the existing endowment insurance system . The fourth part mainly focuses on the study of the old - age pension insurance system of the developed countries , focuses on the old - age insurance system of the representative countries and compares them , so as to absorb the beneficial experience , and the country can learn and learn from their success in the reform of the endowment insurance system of public welfare institutions . The fifth part is mainly from the government itself , the law and so on put forward some countermeasures for the reform of the pension insurance system of the staff of public welfare institutions in China .
