【摘要】：隨著社會(huì)保險(xiǎn)覆蓋面的擴(kuò)大,經(jīng)辦量的增加和社會(huì)公眾對社會(huì)保險(xiǎn)需求的日益增長,社會(huì)保險(xiǎn)在公共服務(wù)中出現(xiàn)的機(jī)構(gòu)形象混亂、操作隨意、信息孤立、服務(wù)供需失衡等問題越來越突出,嚴(yán)重影響了公共服務(wù)的質(zhì)量和水平,阻礙著社會(huì)保險(xiǎn)制度政策的有效貫徹執(zhí)行和社會(huì)保險(xiǎn)事業(yè)的健康發(fā)展。分析存在的問題,公共服務(wù)中標(biāo)準(zhǔn)化的缺失和滯后是最重要的原因,因此必須創(chuàng)新社會(huì)保險(xiǎn)公共服務(wù)方式,通過社會(huì)保險(xiǎn)公共服務(wù)標(biāo)準(zhǔn)化來有效解決問題、適應(yīng)發(fā)展、滿足公共需求。目前,我國一些社會(huì)保險(xiǎn)機(jī)構(gòu)已開始探索走標(biāo)準(zhǔn)化的途徑,并取得了初步成效,全國社會(huì)保險(xiǎn)標(biāo)準(zhǔn)化出臺的兩項(xiàng)國家標(biāo)準(zhǔn),填補(bǔ)了社會(huì)保險(xiǎn)公共服務(wù)標(biāo)準(zhǔn)化制度方面的空白,但從總體來看,我們的標(biāo)準(zhǔn)化意識還不夠強(qiáng),標(biāo)準(zhǔn)化建設(shè)還是各行其是,公共服務(wù)標(biāo)準(zhǔn)化還存在著許多問題。 本文從現(xiàn)代社會(huì)公共服務(wù)角度出發(fā),首先分析了標(biāo)準(zhǔn)化在公共服務(wù)中的重要作用,然后通過研究我國社會(huì)保險(xiǎn)發(fā)展歷程、公共服務(wù)現(xiàn)狀、國內(nèi)外社會(huì)保險(xiǎn)公共服務(wù)標(biāo)準(zhǔn)化經(jīng)驗(yàn),分析我國社會(huì)保險(xiǎn)公共服務(wù)標(biāo)準(zhǔn)化的必要性和可行性,提出社會(huì)保險(xiǎn)公共服務(wù)標(biāo)準(zhǔn)化是提高社會(huì)保險(xiǎn)公共服務(wù)水平、保證公共服務(wù)質(zhì)量和促進(jìn)社會(huì)保險(xiǎn)事業(yè)發(fā)展的有效途徑和重要手段。并針對社會(huì)保險(xiǎn)公共服務(wù)標(biāo)準(zhǔn)化的現(xiàn)狀及原因,提出我國社會(huì)保險(xiǎn)公共服務(wù)標(biāo)準(zhǔn)化的發(fā)展設(shè)計(jì)和對策措施。
[Abstract]:With the expansion of the coverage of social insurance, the increase of the amount of social insurance and the increasing demand of the public for social insurance, the image of social insurance in the public service is chaotic, the operation is random, and the information is isolated. The imbalance between supply and demand of services is becoming more and more prominent, which seriously affects the quality and level of public services, hinders the effective implementation of social insurance system policies and the healthy development of social insurance undertakings. The lack and lag of standardization in public service is the most important reason. Therefore, it is necessary to innovate the way of social insurance public service, to effectively solve the problem through the standardization of public service of social insurance, to adapt to the development and to meet the public demand. Some social insurance institutions in China have begun to explore the way of standardization, and have achieved initial results. The two national standards of social insurance standardization have filled the gap in the standardization system of social insurance public services. But on the whole, our standardization consciousness is not strong enough, the standardization construction is still on their own, and there are still many problems in the standardization of public service. From the perspective of public service in modern society, this paper first analyzes the important role of standardization in public service, and then through the study of the development of social insurance in China, the status quo of public service. The paper analyzes the necessity and feasibility of the standardization of social insurance public service at home and abroad, and points out that the standardization of public service of social insurance is to improve the level of public service of social insurance. The effective way and important means to guarantee the quality of public service and to promote the development of social insurance are put forward. In view of the present situation and reasons of the standardization of public service of social insurance, the development design and countermeasures of standardization of public service of social insurance in China are put forward.
