邢臺(tái)市靈活就業(yè)人群社會(huì)養(yǎng)老保險(xiǎn)問題研究

【摘要】:伴隨時(shí)代進(jìn)步,全球經(jīng)濟(jì)隨之快速發(fā)展起來,本國對(duì)計(jì)劃經(jīng)濟(jì)體制進(jìn)行全面改革,計(jì)劃經(jīng)濟(jì)向市場(chǎng)經(jīng)濟(jì)轉(zhuǎn)變的這段期間可明顯發(fā)現(xiàn)本國的就業(yè)形式在原有基礎(chǔ)上發(fā)生很大變化,以國家分配為主的就業(yè)方式逐漸取消,取而代之的是靈活多樣的就業(yè)方式,例如臨時(shí)就業(yè)、派遣就業(yè)、非全日制就業(yè)等,但就現(xiàn)實(shí)情況而言,,現(xiàn)行機(jī)制不夠完善成熟,還存在很多缺陷與不足,參保率低這一現(xiàn)象廣泛存在,需要結(jié)合實(shí)際情況進(jìn)行調(diào)整與修改,尤其是社會(huì)保障制度、養(yǎng)老保險(xiǎn)制度等。 本文從河北省邢臺(tái)市靈活就業(yè)人員社會(huì)養(yǎng)老保險(xiǎn)的實(shí)際出發(fā),通過研究相關(guān)理論,分析了靈活就業(yè)人群參加社會(huì)養(yǎng)老保險(xiǎn)的必要性。緊接著闡述了我國靈活就業(yè)人員社會(huì)養(yǎng)老保險(xiǎn)政策的歷史演進(jìn)并分析了現(xiàn)行的相關(guān)政策,在此基礎(chǔ)上,通過問卷調(diào)查的實(shí)證研究方法得出邢臺(tái)市靈活就業(yè)人員社會(huì)養(yǎng)老保險(xiǎn)參保率低的結(jié)論。據(jù)此結(jié)論,從現(xiàn)行社會(huì)養(yǎng)老保險(xiǎn)制度設(shè)計(jì)因素、靈活就業(yè)人員的個(gè)人因素、以及其他因素等方面分析了導(dǎo)致靈活就業(yè)人員社會(huì)養(yǎng)老保險(xiǎn)參保率低的原因。在原因分析的基礎(chǔ)上,從改善社會(huì)環(huán)境、改進(jìn)政策制度、加大政府投入三個(gè)層面提出了六條建議以提高靈活就業(yè)人員社會(huì)養(yǎng)老保險(xiǎn)參保率的相關(guān)對(duì)策。以此希望能夠早日實(shí)現(xiàn)社會(huì)養(yǎng)老保險(xiǎn)體系對(duì)全體公民的全覆蓋。
[Abstract]:With the progress of the times, the global economy has developed rapidly, and the country has carried out a comprehensive reform of the planned economy system. During the period of transition from planned economy to market economy, it is obvious that the employment forms of our country have changed greatly on the basis of the original. The pattern of employment, which is mainly distributed by the state, has been gradually abolished and replaced by flexible and diverse employment methods, such as temporary employment, dispatch employment, part-time employment, etc. But in reality, the current mechanism is not perfect and mature. There are also many defects and deficiencies. The phenomenon of low participation rate exists widely and needs to be adjusted and modified according to the actual situation, especially the social security system, pension insurance system and so on. Based on the social endowment insurance of flexible employment in Xingtai City, Hebei Province, this paper studies the relevant theories. This paper analyzes the necessity of flexible employment to participate in social old-age insurance, and then expounds the historical evolution of social old-age insurance policy for flexible employed people in China, and analyzes the current relevant policies, on the basis of which, Through the empirical research method of questionnaire, the paper draws the conclusion that the participation rate of social old-age insurance in Xingtai City is low. According to the conclusion, from the design factors of the current social old-age insurance system and the individual factors of flexible employment, As well as other factors, this paper analyzes the reasons for the low participation rate of social old-age insurance for flexible employees. On the basis of the analysis of the reasons, it improves the social environment and the policy system. This paper puts forward six suggestions to increase the rate of social old-age insurance for flexible employed personnel in order to realize the full coverage of all citizens in the social pension insurance system as soon as possible.
