【摘要】：建立覆蓋全國(guó)農(nóng)村的新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度是我國(guó)應(yīng)對(duì)農(nóng)村老齡化浪潮,破解農(nóng)村傳統(tǒng)養(yǎng)老方式功能弱化難題的現(xiàn)實(shí)需求,對(duì)完善社會(huì)保障體系,實(shí)現(xiàn)農(nóng)民老有所養(yǎng),打破城鄉(xiāng)二元結(jié)構(gòu),實(shí)現(xiàn)政府基本公共服務(wù)均等化,建設(shè)社會(huì)主義新農(nóng)村,構(gòu)建社會(huì)主義和諧社會(huì)有著重大的戰(zhàn)略意義。在建立和完善新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的過(guò)程中,我國(guó)中西部欠發(fā)達(dá)地區(qū)由于農(nóng)民收入水平低,集體經(jīng)濟(jì)普遍不發(fā)達(dá),政府財(cái)政能力有限,面臨的矛盾與困難也更多。本文選取典型的經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)四川省宜賓市為研究對(duì)象,依據(jù)實(shí)地獲取的數(shù)據(jù)從參保覆蓋率、參保對(duì)象選擇繳費(fèi)檔次情況、各級(jí)財(cái)政補(bǔ)貼狀況、經(jīng)辦管理情況等方面對(duì)宜賓市新農(nóng)保推進(jìn)現(xiàn)狀進(jìn)行分析后,運(yùn)用社會(huì)公平理論、公共服務(wù)均等化理論、中央政府與地方政府事權(quán)與財(cái)權(quán)劃分理論對(duì)宜賓市新農(nóng)保存在的問(wèn)題及其原因進(jìn)行了探究,并提出了相應(yīng)的政策建議和結(jié)論,從而對(duì)如何在經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)實(shí)現(xiàn)新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的可持續(xù)發(fā)展做出一些有益的探索。
[Abstract]:The establishment of a new rural social old-age insurance system covering the whole country is the realistic demand for our country to deal with the wave of rural aging and to solve the problem of weakening the function of the traditional rural old-age care mode. It is necessary to perfect the social security system and realize the farmers' security system. It is of great strategic significance to break the dual structure of urban and rural areas, realize the equalization of government basic public services, build a new socialist countryside and build a harmonious socialist society. Due to the low level of farmers' income, the general underdevelopment of collective economy, the limited financial capacity of the government and more contradictions and difficulties in the underdeveloped areas of central and western China, this paper selects Yibin City, a typical underdeveloped region of Sichuan Province, as the research object. According to the data obtained in the field, the paper analyzes the current situation of the promotion of the new rural insurance system in Yibin City from the aspects of the coverage rate, the selection of the payment level of the insured object, the financial subsidy situation at all levels and the management situation, and then applies the theory of social equity. The theory of equalization of public services, the theory of division of power and financial power between central government and local government, probes into the problems and causes of the preservation of new farmers in Yibin City, and puts forward corresponding policy suggestions and conclusions. So how to realize the sustainable development of the new rural social endowment insurance in the underdeveloped areas is made some beneficial exploration.
