【摘要】：我國人口眾多，幅員遼闊，各地區(qū)經(jīng)濟(jì)、文化差異較大。由于城鄉(xiāng)二元化體制，更是造成城市與農(nóng)村區(qū)域發(fā)展不平衡，其中養(yǎng)老保險(xiǎn)發(fā)展水平一直是城鄉(xiāng)差異具體體現(xiàn)的一個(gè)方面。之前農(nóng)村養(yǎng)老保險(xiǎn)事業(yè)明顯滯后于城市，但在2009年推行新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)試點(diǎn)以后，農(nóng)村養(yǎng)老問題逐漸被人們所關(guān)注，僅僅3年時(shí)間，很多省市地區(qū)就已經(jīng)實(shí)現(xiàn)新農(nóng)保全覆蓋，比先前提出的2020年的目標(biāo)提前了8年時(shí)間，新農(nóng)保正在逐漸成為農(nóng)民熱議與關(guān)心的話題。 人們對(duì)“人口老齡化”這個(gè)詞語并不陌生，經(jīng)常會(huì)看到報(bào)紙、電視中出現(xiàn)或聽身邊人談?wù)摰�。逐漸凸顯的老齡化問題已經(jīng)受到了世界多數(shù)國家的關(guān)注，因此，老年人成為社會(huì)焦點(diǎn)人群之一，加強(qiáng)對(duì)老年服務(wù)的建設(shè)已成為許多國家重大措施之一。農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度關(guān)系到超過6億人的養(yǎng)老保障利益，其中農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)基金問題又是農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)的核心問題和首要環(huán)節(jié)。要使農(nóng)村老年人口的利益得到保障，必須改革和完善新農(nóng)�；鸹I集與運(yùn)營機(jī)制，提高新農(nóng)�；疬\(yùn)行效率，這樣才能不斷促進(jìn)農(nóng)村地區(qū)的經(jīng)濟(jì)發(fā)展，有效保障全社會(huì)的穩(wěn)定與和諧。 文章先闡述了新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)基金的相關(guān)理論，主要是重要概念界定和基金籌集與運(yùn)營機(jī)制的理論基礎(chǔ)，并簡要介紹了農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)制度的發(fā)展歷程。其次，在了解相關(guān)理論的基礎(chǔ)上，分別分析了新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)基金籌集與運(yùn)營的現(xiàn)狀及其存在的問題。再次，對(duì)比國外典型養(yǎng)老保險(xiǎn)基金籌集與運(yùn)營機(jī)制，并從中得到啟示。文章最終總結(jié)之前的論述，，并結(jié)合中國的政治、經(jīng)濟(jì)發(fā)展?fàn)顩r以及農(nóng)村地區(qū)的實(shí)際需求，研究得出健全新型農(nóng)村社會(huì)養(yǎng)老保險(xiǎn)基金的籌集與運(yùn)營機(jī)制的有效措施。
[Abstract]:Our country has a large population, vast territory, large economic and cultural differences in various regions. Because of the urban-rural dual system, the development of urban and rural areas is not balanced. The level of development of pension insurance has been a specific embodiment of the difference between urban and rural areas. Before the rural pension insurance industry lagged behind the city, but in 2009 after the implementation of a new rural social endowment insurance pilot. The problem of rural old-age support has gradually been concerned by people. In only three years, many provinces and cities have already realized the coverage of new rural preservation, which is 8 years ahead of the target of 2020, which was put forward earlier. New rural insurance is gradually becoming a hot topic for farmers to discuss and care about. People are no stranger to the term "population aging". They often see newspapers, television or listen to people talking about it. The growing aging problem has attracted the attention of most countries in the world. The elderly have become one of the social focus groups, and strengthening the construction of elderly services has become one of the major measures in many countries. The rural social endowment insurance system is related to the benefits of pension security of more than 600 million people. Among them, the rural social endowment insurance fund is the core problem and the primary link of the rural social old-age insurance to ensure the interests of the rural elderly population. It is necessary to reform and perfect the mechanism of raising and operating the new rural insurance fund and to improve the efficiency of the new rural insurance fund in order to continuously promote the economic development of the rural areas and effectively guarantee the stability and harmony of the whole society. The article first expounds the new rural social endowment insurance fund related theory, mainly is the important concept definition and fund raising and operating mechanism of the theoretical basis. And briefly introduced the rural social endowment insurance system development process. Secondly, on the basis of understanding the relevant theory. Separately analyzed the new rural social pension fund raising and operation of the current situation and the existing problems. Thirdly, compared with the typical overseas pension fund collection and operation mechanism. Finally, the article summarizes the previous discussion, and combines the political and economic development of China as well as the actual needs of rural areas. The effective measures to improve the raising and operating mechanism of the new rural social endowment insurance fund are obtained.
