【摘要】：近年來社會(huì)保障制度改革的相對(duì)滯后已經(jīng)成為我國經(jīng)濟(jì)體制改革進(jìn)一步深入發(fā)展的瓶頸，作為社會(huì)保障制度最重要組成部分之一的城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度的改革也就成為理論界和實(shí)際工作部門研究的重點(diǎn)。經(jīng)過一段時(shí)間的改革，我國城鎮(zhèn)基本養(yǎng)老保險(xiǎn)己經(jīng)基本構(gòu)建起了一個(gè)適合市場(chǎng)經(jīng)濟(jì)體制的制度框架，，但在這個(gè)制度框架中仍存在一些效率性的問題，有待于進(jìn)一步研究和提高。 隨著我國人口老齡化形勢(shì)的日益嚴(yán)峻以及市場(chǎng)化、城鎮(zhèn)化水平的不斷提高，養(yǎng)老保險(xiǎn)的支出規(guī)模和政府負(fù)擔(dān)也在日益加大，城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度效率的高低不但會(huì)制約養(yǎng)老保險(xiǎn)制度的深化改革和發(fā)展，還會(huì)影響離退休人員的生活保障和質(zhì)量。因此，研究城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度的效率對(duì)于保障離退休人員的生活水平和減輕國家財(cái)政的壓力有重要的現(xiàn)實(shí)意義，并且有利于我國經(jīng)濟(jì)的均衡發(fā)展和社會(huì)的和諧穩(wěn)定。 本文以城鎮(zhèn)基本養(yǎng)老保險(xiǎn)制度效率為切入點(diǎn)，在我國學(xué)者相關(guān)研究的基礎(chǔ)上，對(duì)我國城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度存在的問題，尤其是效率問題進(jìn)行研究分析，結(jié)合DEA實(shí)證分析結(jié)果和現(xiàn)實(shí)的考量，以期能對(duì)提高我國未來城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)支出效率提供實(shí)證研究依據(jù)和相應(yīng)的政策和建議。 本文的研究思路主要從以下幾個(gè)方面來展開： 首先，對(duì)基本養(yǎng)老保險(xiǎn)的經(jīng)典理論，包括福利經(jīng)濟(jì)學(xué)理論、生命周期性理論和公共產(chǎn)品理論等進(jìn)行梳理和分析。 其次，對(duì)我國城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度目前的現(xiàn)狀、出現(xiàn)的問題，尤其是效率問題進(jìn)行了分析。 再次，本文從獲取數(shù)據(jù)的可行性、重要性和相關(guān)性的角度出發(fā)，在借鑒多位學(xué)者的研究成果的基礎(chǔ)上，結(jié)合本文的研究?jī)?nèi)容，建立基于DEA的我國基本養(yǎng)老保險(xiǎn)支出績(jī)效評(píng)價(jià)的投入和產(chǎn)出評(píng)價(jià)指標(biāo)體系。然后，在對(duì)投入產(chǎn)出數(shù)據(jù)進(jìn)行處理，得出結(jié)果后，分析我國2009—2011年31個(gè)地區(qū)城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)支出效率的相對(duì)大小和各個(gè)地區(qū)在城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)中投入冗余或產(chǎn)出不足等情況。 最后，針對(duì)我國城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)制度低效率問題，結(jié)合以DEA為基礎(chǔ)的實(shí)證分析結(jié)果和現(xiàn)實(shí)考量，提出一些能提高我國未來城鎮(zhèn)職工基本養(yǎng)老保險(xiǎn)支出效率的政策建議。
[Abstract]:In recent years, the relative lag of the reform of social security system has become the bottleneck of the further development of the economic system reform in China. As one of the most important parts of the social security system, the reform of the basic old-age insurance system for urban workers has become the focus of theoretical and practical research. The basic old-age insurance in cities and towns in our country has basically constructed an institutional framework suitable for the market economy system, but there are still some problems of efficiency in this institutional framework, which need to be further studied and improved. With the increasingly serious situation of aging population and marketization, the level of urbanization continues to improve, pension insurance expenditure scale and government burden is also increasing day by day. The efficiency of the basic old-age insurance system for urban workers will not only restrict the deepening reform and development of the old-age insurance system, but also affect the life security and quality of retired people. The study of the efficiency of the basic old-age insurance system for urban workers is of great practical significance in ensuring the living standard of retired people and alleviating the pressure of national finance. And is advantageous to our country economy balanced development and the society harmonious stability. This paper takes the efficiency of the urban basic old-age insurance system as the starting point, on the basis of the relevant research by Chinese scholars, analyzes the problems, especially the efficiency, of the basic old-age insurance system for urban workers in China. Combined with the results of DEA empirical analysis and practical considerations, this paper hopes to provide empirical research basis and corresponding policies and suggestions for improving the expenditure efficiency of basic old-age insurance for urban workers in the future in China. The research ideas of this paper are mainly from the following aspects: Firstly, the classical theory of basic old-age insurance, including welfare economics theory, life periodicity theory and public goods theory, are combed and analyzed. Secondly, this paper analyzes the present situation and problems of the basic old-age insurance system for urban workers in China, especially the problem of efficiency. Thirdly, from the point of view of the feasibility, importance and relevance of obtaining data, this paper combines the research content of this paper on the basis of the research results of many scholars. This paper establishes the index system of the performance evaluation of the basic old-age insurance expenditure based on DEA. Then, after processing the input-output data, the results are obtained. This paper analyzes the relative size of the expenditure efficiency of basic old-age insurance for urban workers in 31 regions of China from 2009 to 2011, and analyzes the situation of input redundancy or insufficient output in the basic pension insurance for urban workers in each region. Finally, in view of the low efficiency of the basic old-age insurance system for urban workers in China, combined with the empirical analysis results and practical considerations based on DEA. Some policy suggestions are put forward to improve the expenditure efficiency of basic old-age insurance for urban workers in the future.
