【摘要】：在梳理國內(nèi)外大病保障研究現(xiàn)狀及對(duì)江蘇省農(nóng)村居民大病保險(xiǎn)制度實(shí)施情況進(jìn)行實(shí)地調(diào)研和深入訪談的基礎(chǔ)上,運(yùn)用經(jīng)典扎根理論自下而上挖掘并分析了大病保險(xiǎn)制度設(shè)計(jì)和運(yùn)行過程中存在的主要問題及其成因。研究認(rèn)為,在制度、體制和管理等原因的影響下,農(nóng)村居民大病保險(xiǎn)制度在設(shè)計(jì)上存在概念屬性和保障范圍界定模糊、制度設(shè)計(jì)與實(shí)際保障范圍差距明顯等問題,在運(yùn)行上則存在管理資源匱乏、商保機(jī)構(gòu)優(yōu)勢尚未充分發(fā)揮等問題。建議農(nóng)村居民大病保障制度應(yīng)以大病保險(xiǎn)制度為核心順序推進(jìn),積極支持商保機(jī)構(gòu)經(jīng)辦大病保險(xiǎn)乃至新農(nóng)合工作,為健全農(nóng)村居民大病保障制度和完善全民醫(yī)保體系提供支持。
[Abstract]:On the basis of combing the current situation of the research on the protection of serious illness at home and abroad and the implementation of the insurance system for rural residents in Jiangsu Province, the paper carries out field investigation and in-depth interviews. The main problems and their causes in the design and operation of the serious illness insurance system are analyzed by using the classical rooted theory from the bottom up. The research believes that under the influence of the system, system and management, etc. There are some problems in the design of rural residents' serious illness insurance system, such as fuzzy concept attribute and security scope definition, obvious gap between system design and actual guarantee scope, and lack of management resources in operation. It is suggested that the rural residents' serious illness insurance system should be promoted in the order of the serious illness insurance system, and actively support the commercial insurance institutions to handle the serious illness insurance and even the new rural cooperative work. To improve the rural residents serious illness security system and improve the universal health care system to provide support.
