【摘要】：新型農(nóng)村合作醫(yī)療又被稱之為“新農(nóng)合”。是由政府出面組織,并提供相關(guān)支持政策,鼓勵(lì)農(nóng)民根據(jù)自身意愿參加,政府主導(dǎo)資金,再加上集體和個(gè)人等多方面籌集資金,著力與解決嚴(yán)重疾病的醫(yī)療互助制度體系。可以說(shuō),“新農(nóng)合”制度根本改變了中國(guó)絕大多數(shù)農(nóng)民的醫(yī)療條件,使他們更好的享受到各項(xiàng)醫(yī)療服務(wù),建立新型農(nóng)村合作醫(yī)療制度能夠加速城鎮(zhèn)化進(jìn)程,大大改善農(nóng)民的生活條件,有效解決城鄉(xiāng)矛盾,保持社會(huì)的公平性,使社會(huì)更加和諧穩(wěn)定。基于以上本文選擇了研究陽(yáng)新縣新型農(nóng)村合作醫(yī)療,通過(guò)收集并分析關(guān)于陽(yáng)新縣新農(nóng)合的相關(guān)資料,結(jié)合建國(guó)后國(guó)家在農(nóng)村醫(yī)療事業(yè)發(fā)展的歷程。運(yùn)用各種社會(huì)調(diào)查方法對(duì)陽(yáng)新縣的實(shí)際情況進(jìn)行調(diào)研并且匯總相關(guān)材料,匯總研究了現(xiàn)階段陽(yáng)新縣新農(nóng)合在實(shí)際運(yùn)行中取得的效果,在運(yùn)行中如何進(jìn)行管理、如何進(jìn)行監(jiān)督等多個(gè)方面,結(jié)合實(shí)際運(yùn)行找出一些相對(duì)薄弱的環(huán)節(jié),拿出相應(yīng)的對(duì)策使得新農(nóng)合制度更加完善。本文通過(guò)對(duì)陽(yáng)新縣新農(nóng)合實(shí)際運(yùn)行的調(diào)查分析,基本得到以下幾個(gè)結(jié)論。首先到鄉(xiāng)鎮(zhèn)基層對(duì)相關(guān)參保農(nóng)戶進(jìn)行面對(duì)面交流訪談、問(wèn)卷調(diào)查等手段,對(duì)陽(yáng)新縣新農(nóng)合的具體實(shí)施過(guò)程,新型農(nóng)村合作醫(yī)療在實(shí)際運(yùn)行中取得的效果進(jìn)行了比較全面的總結(jié)。通過(guò)總結(jié)我們發(fā)現(xiàn)大部分農(nóng)戶并不是十分愿意參保,對(duì)新型農(nóng)村合作醫(yī)療具體運(yùn)行機(jī)制不是特別了解,不是特別相信當(dāng)?shù)剜l(xiāng)鎮(zhèn)衛(wèi)生院這類基層醫(yī)療服務(wù)單位的醫(yī)療技術(shù),還有很大一部分人不認(rèn)可新型農(nóng)村合作醫(yī)療的補(bǔ)助標(biāo)準(zhǔn),覺(jué)得補(bǔ)助標(biāo)準(zhǔn)太低。以上這些問(wèn)題都反映出政府和有關(guān)部門對(duì)新農(nóng)合宣傳工作不夠重視,所以必須下大力氣宣傳,徹底扭轉(zhuǎn)部分農(nóng)民對(duì)新農(nóng)合制度的不認(rèn)同態(tài)度。另外通過(guò)對(duì)陽(yáng)新縣新農(nóng)合制度的管理模式、監(jiān)督運(yùn)行機(jī)制、實(shí)際運(yùn)行效果等多個(gè)方面的分析,總結(jié)陽(yáng)新縣新農(nóng)合在實(shí)際運(yùn)行中存在的籌資機(jī)制不健康、鄉(xiāng)鎮(zhèn)基層醫(yī)療機(jī)構(gòu)的技術(shù)水平和硬件設(shè)施上比較差、服務(wù)意識(shí)和水平不高、有關(guān)監(jiān)管法律法規(guī)不夠完善等問(wèn)題。最后通過(guò)對(duì)陽(yáng)新縣新型農(nóng)村合作醫(yī)療如何長(zhǎng)久有效的籌集資金、如何管理、如何監(jiān)督等的方面進(jìn)行分析,提出建立穩(wěn)定長(zhǎng)久的籌資機(jī)制、盡快完善新農(nóng)合的政策法規(guī)的建設(shè)、建成相對(duì)可靠的農(nóng)村基層醫(yī)療體系,加大基礎(chǔ)醫(yī)療硬件設(shè)施的投入力度,更加全面深入的普及新型農(nóng)村合作醫(yī)療等建議。論文主體框架如下：第一章,緒論。介紹了選題的背景目的、現(xiàn)實(shí)及理論意義,研究國(guó)內(nèi)外相關(guān)文獻(xiàn)綜述。第二章,新農(nóng)合制度的理論分析。介紹研究所涉及到的相關(guān)理論。第三章,我國(guó)農(nóng)村合作醫(yī)療制度的歷史與現(xiàn)狀。通過(guò)對(duì)眾多文獻(xiàn)材料的分析,總結(jié)新中國(guó)成立后我國(guó)農(nóng)村醫(yī)療保障的發(fā)展。第四章,陽(yáng)新縣新農(nóng)合實(shí)施現(xiàn)狀。通過(guò)對(duì)陽(yáng)新縣經(jīng)濟(jì)水平現(xiàn)狀、籌措資金以及如何補(bǔ)償、衛(wèi)生醫(yī)療資源現(xiàn)狀的考察,了解陽(yáng)新縣新型農(nóng)村合作醫(yī)療具體的實(shí)施情況。第五章,陽(yáng)新縣新農(nóng)合制度存在的問(wèn)題及原因。詳細(xì)了解陽(yáng)新縣新型農(nóng)村合作醫(yī)療的實(shí)際運(yùn)行情況,并細(xì)致分析了其運(yùn)行過(guò)程中出現(xiàn)的管理問(wèn)題、籌資問(wèn)題、運(yùn)行問(wèn)題以及相關(guān)制度問(wèn)題。第六章,完善陽(yáng)新縣新農(nóng)合制度的對(duì)策。研究新農(nóng)合在實(shí)際運(yùn)行中存在的問(wèn)題以及這些問(wèn)題產(chǎn)生的根源,并提出了進(jìn)一步完善陽(yáng)新縣新型農(nóng)村合作醫(yī)療的對(duì)策和建議,如何管理、如何籌資以及如何完善各項(xiàng)政策制度方面。第七章,總結(jié)與展望�？偨Y(jié)了全文,對(duì)不足的地方進(jìn)行了闡述,并針對(duì)不足之處展望了以后進(jìn)一步研究的方向。
[Abstract]:The new rural cooperative medical care is also known as the "new".
