【摘要】：從上海當(dāng)前所處的發(fā)展背景和形勢(shì)出發(fā),分析判斷上海已進(jìn)入后工業(yè)化發(fā)展階段,城市面臨轉(zhuǎn)型發(fā)展的迫切需要。在對(duì)城市轉(zhuǎn)型發(fā)展的概念和內(nèi)涵進(jìn)行再認(rèn)識(shí)的基礎(chǔ)上,提出了城市轉(zhuǎn)型發(fā)展的理論框架,認(rèn)為上海城市在轉(zhuǎn)型發(fā)展過(guò)程中,必須與國(guó)家要求、時(shí)代趨勢(shì)以及城市今后的發(fā)展目標(biāo)緊密結(jié)合,并按照"底線約束、內(nèi)涵發(fā)展、彈性適應(yīng)"的路徑和方法,建立基于"創(chuàng)新驅(qū)動(dòng)、生態(tài)優(yōu)先、交通引導(dǎo)、文化引領(lǐng)、社會(huì)包容、空間協(xié)同"等六6個(gè)維度的上海城市睿智發(fā)展新模式。最后,詳細(xì)闡述了上海新一輪城市總體規(guī)劃在這6個(gè)維度方面進(jìn)行的城市轉(zhuǎn)型發(fā)展探索。
[Abstract]:Based on the background and situation of Shanghai's current development, this paper analyzes and judges that Shanghai has entered the stage of post-industrialization development, and that the city is facing the urgent need of transformation and development. On the basis of a new understanding of the concept and connotation of urban transformation and development, this paper puts forward the theoretical framework of urban transformation and development, and holds that the city of Shanghai must meet the requirements of the state in the process of transformation and development. The trend of the times and the future development goal of the city are closely combined, and based on the path and method of "bottom line constraint, connotation development, elastic adaptation", it is based on "innovation-driven, ecological priority, traffic guidance, cultural guidance, social inclusion," Space collaboration "and other six dimensions of the city of Shanghai wise development of the new model." In the end, this paper expounds the new round of urban master plan in Shanghai in the six dimensions of urban transformation and development exploration.
