我國(guó)勞動(dòng)力就業(yè)質(zhì)量測(cè)度與地區(qū)差異分析——基于各省市2005—2014年面板數(shù)據(jù)的實(shí)證分析

【摘要】:就業(yè)是民生之本。黨的十八大報(bào)告明確提出"要推動(dòng)實(shí)現(xiàn)更高質(zhì)量的就業(yè)",2017年政府工作報(bào)告提到廣大民眾關(guān)心的十大民生問題,就業(yè)位于首位,并提出"大力促進(jìn)就業(yè)創(chuàng)業(yè)"。在結(jié)合國(guó)內(nèi)外就業(yè)質(zhì)量相關(guān)概念研究的基礎(chǔ)上,構(gòu)建了我國(guó)就業(yè)質(zhì)量綜合評(píng)價(jià)指標(biāo)體系,并對(duì)2005—2014年我國(guó)30個(gè)省(市、自治區(qū))的就業(yè)質(zhì)量和地區(qū)差異進(jìn)行分析,結(jié)果發(fā)現(xiàn):我國(guó)就業(yè)質(zhì)量總體偏低;各地區(qū)就業(yè)質(zhì)量差異較大;就業(yè)質(zhì)量無論是總體差距,還是組內(nèi)差距、組間差距,整體上都是逐年遞減的趨勢(shì)。因此,各地區(qū)應(yīng)該在政府工作報(bào)告指導(dǎo)下,繼續(xù)實(shí)施積極的就業(yè)政策,加強(qiáng)就業(yè)公共服務(wù),加大就業(yè)職業(yè)技能培訓(xùn)力度,并做好創(chuàng)業(yè)帶動(dòng)就業(yè)工作,在積極增加就業(yè)崗位的基礎(chǔ)上,更加注重就業(yè)質(zhì)量的提高。
[Abstract]:Employment is the foundation of people's livelihood. The report of the 18th National Congress of the Communist Party of China explicitly proposed that "we should promote the realization of higher quality employment." the 2017 government work report mentioned the top 10 livelihood issues of concern to the general public, with employment taking the first place and "vigorously promoting employment and entrepreneurship." On the basis of the research on the related concepts of employment quality at home and abroad, this paper constructs a comprehensive evaluation index system of employment quality in China, and analyzes the employment quality and regional differences of 30 provinces (municipalities and autonomous regions) in China from 2005 to 2014. The results show that the quality of employment in China is on the low side; There are great differences in the quality of employment in different regions and the quality of employment is decreasing year by year whether it is the overall gap or the intra-group gap and the inter-group gap. Therefore, under the guidance of the government work report, all regions should continue to implement active employment policies, strengthen employment public services, increase the training of employment vocational skills, and do a good job of promoting employment through entrepreneurship. On the basis of actively increasing the number of jobs, we should pay more attention to the improvement of the quality of employment.
