【摘要】：政府和社會(huì)資本合作(PPP)模式是我國在新的經(jīng)濟(jì)形勢(shì)下改革公共服務(wù)提供模式、優(yōu)化政府公共管理方式、規(guī)范政府和市場(chǎng)的關(guān)系、激發(fā)經(jīng)濟(jì)活力和創(chuàng)造力的重要舉措。地方政府作為PPP項(xiàng)目的直接參與者,在我國相對(duì)比較復(fù)雜的地方財(cái)政關(guān)系和治理結(jié)構(gòu)中,除了項(xiàng)目本身風(fēng)險(xiǎn)之外還存在未被地方政府清醒認(rèn)識(shí)或有所認(rèn)識(shí)但由于缺乏相應(yīng)的風(fēng)險(xiǎn)管理手段而未能有效控制的風(fēng)險(xiǎn)因素。主要包括與PPP項(xiàng)目相關(guān)的地方財(cái)政風(fēng)險(xiǎn)和金融風(fēng)險(xiǎn)、政府信用風(fēng)險(xiǎn)、俘獲風(fēng)險(xiǎn)、不完全契約風(fēng)險(xiǎn)。地方政府應(yīng)提高風(fēng)險(xiǎn)意識(shí)、主動(dòng)辨識(shí)風(fēng)險(xiǎn)因素并努力在實(shí)踐中通過提高認(rèn)識(shí)水平、健全法律體系、強(qiáng)化制度建設(shè)、加強(qiáng)機(jī)構(gòu)保障、重視能力培養(yǎng)等多方面綜合著力控制風(fēng)險(xiǎn)。
[Abstract]:The (PPP) mode of cooperation between government and social capital is an important measure to reform the mode of public service supply, optimize the mode of government public management, standardize the relationship between government and market, and stimulate economic vitality and creativity under the new economic situation. Local governments, as direct participants in PPP projects, are involved in the relatively complex local financial relations and governance structures in China. In addition to the risk of the project itself, there are some risk factors which have not been clearly understood or recognized by the local government, but can not be effectively controlled because of the lack of corresponding risk management means. It mainly includes local fiscal risk and financial risk, government credit risk, capture risk and incomplete contract risk related to PPP project. The local government should raise the risk consciousness, identify the risk factors actively and make great efforts to control the risk in practice by improving the level of understanding, perfecting the legal system, strengthening the system construction, strengthening the institutional guarantee, and paying attention to the ability training.
