青白江區(qū)分流人員安置問題的案例研究
[Abstract]:In the process of industrial transformation and upgrading, the problem of relocating personnel has become an important research topic in realizing sustainable development of the world economy. Its purpose is to adjust and establish a reasonable industrial structure and to promote the development of society and economy. Improve and improve the people's material and cultural living standards. Its main content is to make full and reasonable use of all kinds of factors of production resources, to rely on the coordination and adjustment of various industrial departments, to provide the needed products and services for the society, and to realize the opportunity for workers to obtain full employment. Promote the application of advanced industrial technology and obtain the best economic benefits. Specifically, it is necessary to change the functions of the government, provide better public goods with a sense of service, take the initiative to improve workers' labor skills and adapt to the level of social development, and achieve higher quality employment. Thus realize the stable development of the whole region and society. Since 2013, According to the State Council's approval on the National Plan for the Adjustment and Reconstruction of Old Industrial bases (2013-2022) (Guoshen [2013] 46) and the General Office of the Sichuan Provincial Government, "opinions on the implementation of promoting the relocation and renovation of Old Industrial zones in Urban areas" The spirit of [2014] 85, Sichuan has Zigong, Panzhihua, Luzhou, Deyang, Mianyang, Neijiang, Leshan, Yibin 8 cities and Chengdu Qingbai River area, which is the key point of 8 cities in Sichuan province. In recent years, due to the influence of the macroeconomic situation, the traditional industries in Qingbaijiang District are constrained by the environment and resources, the industrial structure is aging, the development of the successive industries is insufficient, and the mode of development is changing slowly. The output value and the benefit of the traditional industries have been continuously declining. Development is becoming increasingly difficult. Chuanghua 56-year-old plant, which lasted 58 years, stopped production and distributes staff and workers; Pancheng Iron and Steel Co., Ltd., founded in 58 years, lasted 57 years, closed most of the plant area, diverged staff and workers. The two state-owned enterprises have accumulated 11578 surplus personnel, and directly led to labor companies and some small enterprises and individual industrial and commercial households that depend on the survival of Chuanhua Group and Pancheng Steel Company to close down, and produce 6702 registered unemployed persons. In addition, the number of registered unemployed people affected by the national economic downturn has reached nearly 20,000, which has seriously affected the stable economic and social development of the region. Based on the above background, this paper selects Qingbai District distributary personnel placement this case study. Based on the present situation of relocating distributary personnel in Qingbai River District, this paper summarizes the background and problems, analyzes the background, problems and main contradictions of the cases. On this basis, the key elements of successful cases are analyzed. The key factors are as follows: social security of diffuser; training and employment of diffuser; extension management of diffuser. Through the analysis of the three key elements above, this paper proves whether the successful method of relocating the distributary personnel in Qingbai River area is correct or not. Through the analysis and argumentation of the problems arising from the case, the successful elements in the case of the placement of distributary personnel in Qingbai River District are summed up. It has universal practical significance and enlightenment for other regions and enterprises.
