【摘要】：1978年改革開放以來,中國經(jīng)濟(jì)經(jīng)歷了巨大的結(jié)構(gòu)轉(zhuǎn)型與高速經(jīng)濟(jì)增長,以及貧困人口數(shù)的下降和不均等現(xiàn)象的上升,城市化無疑在這一過程中扮演了極其重要的角色。在總結(jié)現(xiàn)有研究的基礎(chǔ)上,進(jìn)一步研究了城市化對地區(qū)間、城鄉(xiāng)間的不均等以及城市和農(nóng)村貧困的影響,研究發(fā)現(xiàn):一方面,城市化能有效減少農(nóng)村和農(nóng)民工的貧困,也有助于縮小城鄉(xiāng)收入差距和消費(fèi)差距,城市勞動力市場在其中起到重要作用;另一方面,城市化與城市貧困正相關(guān),關(guān)鍵原因在于農(nóng)民工與城市工人之間的就業(yè)競爭和政府扶貧政策的失效。提出一個對農(nóng)民工沒有歧視的、更具包容性的政策組合可以構(gòu)成中國城市化進(jìn)程中的雙贏策略。
[Abstract]:Since the reform and opening up in 1978, China's economy has experienced a huge structural transformation and rapid economic growth, as well as the decline of the number of poor people and the rise of inequality. Urbanization undoubtedly plays an extremely important role in this process. On the basis of summarizing the existing research, this paper further studies the impact of urbanization on regional, urban-rural inequality and urban and rural poverty. On the one hand, urbanization can effectively reduce the poverty of rural and migrant workers. It also helps to narrow the urban-rural income gap and the consumption gap, in which the urban labour market plays an important role; on the other hand, urbanization is positively related to urban poverty. The key reason lies in the employment competition between migrant workers and urban workers and the invalidation of the government's poverty reduction policy. A more inclusive policy combination that does not discriminate against migrant workers can constitute a win-win strategy in China's urbanization process.
