【摘要】：政府PPP基金具有示范帶動(dòng)社會(huì)資本及增信的作用,其效應(yīng)的發(fā)揮能在我國(guó)帶動(dòng)更大規(guī)模的PPP項(xiàng)目市場(chǎng),而PPP項(xiàng)目投資作為基礎(chǔ)設(shè)施建設(shè)的重要組成方式將有力地促進(jìn)我國(guó)的經(jīng)濟(jì)增長(zhǎng)。本文在省際比較視角下對(duì)我國(guó)PPP基金發(fā)展現(xiàn)狀進(jìn)行了分析,發(fā)現(xiàn)省級(jí)PPP基金規(guī)模區(qū)域和投向領(lǐng)域差異明顯,而且存在基金定位不清、資金推進(jìn)模式影響示范效應(yīng)發(fā)揮、政府主導(dǎo)PPP基金增信功能不強(qiáng)等問(wèn)題,并在此基礎(chǔ)上提出了相應(yīng)的改進(jìn)建議。
[Abstract]:The government PPP fund has the function of promoting social capital and increasing credit, and its effect can drive the market of PPP project on a larger scale in our country. As an important component of infrastructure construction, PPP project investment will promote China's economic growth. This paper analyzes the current situation of the development of PPP funds in China from the perspective of inter-provincial comparison. It is found that there are obvious differences in the regional scale and investment field of provincial PPP funds, and there are unclear positioning of funds, and the mode of capital promotion affects the demonstration effect. The government-led PPP fund does not have strong credit enhancement function, and on the basis of this, the corresponding improvement suggestions are put forward.
