【摘要】：中國(guó)目前面臨著嚴(yán)峻的環(huán)境污染和能源短缺問題,1998年以來,中國(guó)引進(jìn)合同能源管理(Energy Performance Contracting)機(jī)制,這個(gè)機(jī)制在節(jié)能減排方面的有效性和靈活性得到了大眾的普遍認(rèn)可,我國(guó)政府也明確提出了“加快推行節(jié)能服務(wù)行業(yè),推進(jìn)企業(yè)節(jié)能技術(shù)改造”,并將合同能源管理視為“十三五”期間節(jié)能減排的重要手段之一。但是目前在合同能源管理的發(fā)展過程中諸多問題依然存在,對(duì)于合同能源管理的推廣產(chǎn)生了極其嚴(yán)重的阻礙,其中影響最嚴(yán)重的的問題是項(xiàng)目融資這一關(guān)鍵環(huán)節(jié)上。融資問題已嚴(yán)重制約了我國(guó)合同能源管理項(xiàng)目的發(fā)展。節(jié)能服務(wù)企業(yè)的規(guī)模偏小、缺乏信用擔(dān)保成為導(dǎo)致融資問題難以解決的主要原因�，F(xiàn)在中國(guó)經(jīng)濟(jì)發(fā)展出現(xiàn)新常態(tài),社會(huì)融資增速已放緩,出資人越來越不愿意去承擔(dān)較大的風(fēng)險(xiǎn)。所以在新常態(tài)下,合同能源管理行業(yè)面臨著巨大困難。PPP(Public-Private Partnership)模式近年來得到國(guó)家的大力支持,它項(xiàng)目來源比較充足、融資能力較強(qiáng),這恰恰是合同能源管理產(chǎn)業(yè)所缺乏的。如果合同能源管理產(chǎn)業(yè)與PPP模式能夠有效結(jié)合起來,就可以利用PPP模式的融資優(yōu)勢(shì)解決合同能源管理所面臨的困境。所以,研究合同能源管理與PPP模式是否能夠集成、以何種方式集成、對(duì)集成體發(fā)展會(huì)產(chǎn)生影響的因素都有哪些,新常態(tài)下,中國(guó)合同能源管理產(chǎn)業(yè)將走向何方,是我們急需探索研究的重要問題。本文基于PPP思想對(duì)我國(guó)合同能源管理項(xiàng)目融資問題進(jìn)行研究,以集成論為基本理論框架,本文首先通過分析PPP模式與合同能源管理產(chǎn)業(yè)集成所需要的集成條件、集成單元和集成界面,對(duì)二者集成的可行性進(jìn)行了論證,解決了兩者能否集成的問題;然后,在確定了集成單元和集成界面的基礎(chǔ)上,構(gòu)建了PPP模式與合同能源管理產(chǎn)業(yè)之間的集成模式,探索出怎樣集成的問題;進(jìn)而,識(shí)別出影響PPP模式與合同能源管理產(chǎn)業(yè)所構(gòu)成的集成體運(yùn)行的集成環(huán)境,解決了哪些因素會(huì)影響集成體發(fā)展的問題,并設(shè)計(jì)出EPC-PPP集成融資模新模式。最后對(duì)EPC-PPP集成融資模式的應(yīng)用環(huán)境和面臨風(fēng)險(xiǎn)進(jìn)行了分析,并根據(jù)本文研究成果及結(jié)論,提出了促進(jìn)EPC-PPP集成融資模式應(yīng)用發(fā)展的建議和對(duì)策。
[Abstract]:China is currently facing severe environmental pollution and energy shortage problems. Since 1998, China has introduced the (Energy Performance Contracting) mechanism of contract energy management, the effectiveness and flexibility of this mechanism in energy conservation and emission reduction has been generally recognized by the public. The government of our country has also clearly put forward "to speed up the implementation of energy-saving service industry and promote the technological transformation of energy conservation in enterprises", and regard the contract energy management as one of the important means of energy saving and emission reduction during the 13th Five-Year Plan period. However, there are still many problems in the development of contract energy management, which is a very serious obstacle to the promotion of contract energy management, among which the most serious problem is project financing. Financing problem has seriously restricted the development of contract energy management project in China. The scale of energy saving service enterprises is small and the lack of credit guarantee is the main cause of financing problems. Now that China's economy is in a new normal, social financing growth has slowed and investors are increasingly reluctant to take on bigger risks. Therefore, in the new normal, the contract energy management industry is faced with great difficulties. PPP (Public-Private Partnership) model has been strongly supported by the state in recent years. Its project source is more abundant, and its financing ability is stronger, which is precisely what the contract energy management industry lacks. If the contract energy management industry and the PPP model can be effectively combined, the financing advantages of the PPP model can be used to solve the dilemma faced by the contract energy management. Therefore, whether the contract energy management and the PPP mode can be integrated, in what way, what factors will affect the development of the integrated system? under the new normal, where will the contract energy management industry in China go? It is an important problem that we urgently need to explore and study. Based on the idea of PPP, this paper studies the financing of contract energy management projects in China, and takes integration theory as the basic theoretical framework. Firstly, this paper analyzes the integration conditions needed by the integration of PPP mode and contract energy management industry. The feasibility of their integration is demonstrated, and the problem of whether they can be integrated is solved. Then, on the basis of determining the integration unit and interface, The integration model between PPP mode and contract energy management industry is constructed, and the problem of how to integrate is explored. Furthermore, the integrated environment that affects the operation of integration body composed of PPP mode and contract energy management industry is identified. It solves the problem of which factors will affect the development of the integration, and designs a new model of EPC-PPP integrated financing model. Finally, the paper analyzes the application environment and the risk of EPC-PPP integrated financing model, and puts forward some suggestions and countermeasures to promote the application of EPC-PPP integrated financing model according to the research results and conclusions of this paper.
