【摘要】：近十年,中國(guó)的城鎮(zhèn)化發(fā)展催生了快速的"鎮(zhèn)改街道"。然其"改"多流于形式,實(shí)質(zhì)轉(zhuǎn)換不足。文章以T街道為例,對(duì)行政管理體制變革的"鎮(zhèn)改街道"進(jìn)行研究,并找出其實(shí)質(zhì)轉(zhuǎn)換不足的原因,即居民的"市民"觀念淡漠,配套政策不健全,任務(wù)指標(biāo)壓力大,市轄區(qū)為中心城市服務(wù)的職能限制,街道辦領(lǐng)導(dǎo)認(rèn)識(shí)不足等。"鎮(zhèn)改街道"應(yīng)當(dāng)有利于城市化的發(fā)展,必須采取一系列對(duì)策使改革后的鄉(xiāng)鎮(zhèn)實(shí)質(zhì)性轉(zhuǎn)變?yōu)槌鞘薪值�。因此提出因地制宜推進(jìn)城鎮(zhèn)化,強(qiáng)化公共服務(wù)供給,轉(zhuǎn)變街道經(jīng)濟(jì)職能,完善管理體制,加強(qiáng)培訓(xùn)和引導(dǎo)等對(duì)策。
[Abstract]:In the past ten years, the development of urbanization in China has given birth to the rapid transformation of towns and streets. However, its "reform" more than the form, the substance of the transformation is inadequate. Taking T-street as an example, this paper makes a study on the "town changing street" in the reform of administrative system, and finds out the reasons for its insufficient transformation, that is, the residents' concept of "citizen" is indifferent, the supporting policy is not perfect, and the task index is under great pressure. The city district serves the function limit for the central city, the street office leader knows not enough. " The transformation of towns into streets should be beneficial to the development of urbanization, and a series of countermeasures must be taken to transform the villages and towns into urban streets. Therefore, countermeasures such as promoting urbanization according to local conditions, strengthening the supply of public services, transforming the economic functions of streets, perfecting the management system, strengthening training and guidance are put forward.
